Development Services: Applications and Public Service

The public is encouraged to continue to take advantage of the comprehensive services – including applying for permits, submittals and receiving approvals -- available online, by phone or by email. If you believe you must meet with us in-person, we encourage you to contact us in advance to schedule an appointment

In person you can:

  • Receive information on how to apply for permits online, general permitting, the need for a permit and permit requirements; 
    • Permit applications, submittal, plan review and approvals are now all provided online.
      (If you have concerns or cannot apply/submit online, please call us and we will help you with the process.)
    • Staff will route your applications and documents to other divisions, as needed
  • Obtain electrical, plumbing and mechanical permits that do not require plans review (this service is offered online as well!)
  • Receive answers to questions about general land use and zoning.

Inspections

Schedule an inspection online or by calling the inspection request line at 503-742-4720. 

  • We are inspecting all types of work except inside occupied residences.
  • In occupied residences we are limiting inspections to critical life/safety issues (gas line, heating, electrical, plumbing systems related to potable water, sanitation, etc.), and may inspect by video or other methods.  

Help us follow state safety guidelines by:  

  • Ensuring and maintaining social distancing for all inspection staff onsite
  • Limiting the number of workers on jobsites during inspections 
  • If anyone exhibits signs of illness at the inspection site, wait to schedule your inspection until at least 72 hours after symptoms have passed.

Please note that inspectors have been given discretion to assess the safety of an inspection site and to reschedule the inspection if they believe they cannot perform the work safely.

Homeowners who are doing mechanical, electrical or plumbing work on your own residence or your home occupation: Click on the instructions below and use this process to apply for permits. (These applications typically have a quick turnaround time and do not require plan review.)

Submit your completed application packages by email or standard mail:

  • Email your completed application and all required additional documents to engineering@clackamas.us
    • The subject line must read: “New [type of application] Application; [address of the project],”
      • For example, New Driveway Entrance Permit Application; 150 Beavercreek Rd.
    • All documents must be in PDF form.  We can accept attachments of up to 40MB total per email. If attachments are larger, please split the package into separate emails with one consistent subject line. 
    • If paying by credit card, include a signed Credit Card Authorization form as a separate PDF (so we can delete after use).  Bank service fees apply.   
    • If paying by check, make the check payable to Clackamas County and mail it to Clackamas County Development Engineering-SUBMITTAL, 150 Beavercreek Rd, Oregon City, OR 97045.  
      • Include a note with sufficient information to allow us to match the check with the previously emailed application (applicant’s name, site address, type of application).

Land Use Applications

All land use applications are available online. 

If you would like a hard copy of an application form and do not have access to a printer, please contact us at zoninginfo@clackamas.us or 503-742-4500 and provide your mailing address, and we will be happy to mail you a copy of the form you need.

For your application to be processed, the application forms must be complete and all additional documentation (outlined in the application) must be included with the application. If you have questions about your application or the supporting documents, contact us at zoninginfo@clackamas.us or 503-742-4500.

Application fee payments must be included with submittals. See our fee schedule for information and follow the steps below for how to pay.

Submit completed applications for Authorization Notices, Existing System Verification, Site Evaluations and Septic Permits (alteration, new and repairs) as follows.

Applications must include the documents listed below depending on application type. Documents can be found in the forms section of our website, or email soilsconcern@clackamas.us with questions.

For emailed applications, documents should be formatted as PDF; do not send image files. Please contact us if you are unsure about the documents or other materials needed for us to review your project.

New projects

Applications for new projects must include:

  • A signed copy of the plat that is legible and drawn to scale.
  • A title report with an effective date no later than 15 days
  • Current vesting and adjoiner deeds
  • A completed application with supporting documents. (All necessary document can be found on the Survey webpage.)
  • County review fee payments, paid by check or credit card (bank service fees apply).  If you are unsure of the required review fees, contact us at surveyor@clackamas.us

You may submit a new project by email or by standard mail:

Email

  1. All documents must be in PDF format.
  2. Include a completed Credit Card Authorization form as a separate PDF (so we can delete it after use).
  3. Email the complete submittal package and additional required documents to Surveyor@clackamas.us.
    The subject line must read, “New Submittal [YOUR project number and tax map/lot]". For example, New Submittal; Job No. 18345 – 32E05C 00812
    We can accept up to 40MB total per email. If attachments are larger than that, please split the package into separate emails with one consistent subject line.
