Where you live determines what is on your ballot.  If you are a registered voter in the cities of Gladstone, Happy Valley, or Portland; the Sandy Fire District; or the Lake Oswego, Oregon Trail or West Linn – Wilsonville school districts you should expect a ballot in the mail.
