Cottrell CPO Community Meeting

  1. 1. Welcome - Charles Waugh
    1. Asked if anyone is at meeting representing PWB. No.
    2. Introduced the new Board Members: Jennifer Hart Chair, Lauren Courter Vice Chair, and Katrina Dawson Secretary/ Treasurer.
  2. Concerns for traffic and the need to continue to report - Lauren Courter.
    1. Dodge park Blvd, full month of october, closed October 1 - 31
    2. Kids should be getting to school via the bus. The Water Bureau is directly communicating with the school bus companies. If you are having those issues, please communicate with the school bus company.
    3. ○ Mail service and garbage service should be coming thru
    4. ○ Please complain if you see anything or have a bad experience. The squeaky wheel gets the oil. Our website has the info on where to send complaints
  3. LUBA appeal - Lauren Courter
    • Timeline
      ■ 2023 - County approval, We submitted first LUBA Appeal
      ■ 2024 - LUBA Win, Remand - 6 month pause 
      ■ June 2025 County Approval again. 
      ■ This summer - 2nd LUBA appeal 
      ■ LUBA review will end 2025, decision in Spring 2026
    • Why are we still fighting? 
      ■ This is an unnecessary project that does not belong here 
      ■ The community backed and invested heavily in our legal fight, do not want to stop. 
      ■ After reading arguments we found that they did not address our assertions that they will not adversely affect natural resources
      ■ They did not acknowledge that agricultural soils are a natural resource. 
      ■ We have valuable partners that also want to continue to fight
  4. What to be watching for with your wells - Lauren Courter
    • Wells have gone dry. For those of you who have shallow wells, if your well pumps are not turning off, please keep an eye on it. Steve from Steve’s pumps is here and he will be hanging out after the meeting.
  5. Farmer partners introductions - Lauren Courter
    1. A huge thank you to Deniece Tucker. Multnomah County Farm Bureau for supporting us in our effort
    2. Introduced Larry and Angi Bailey, Presidents of Mult co Farm Bureau and Oregon Farm Bureau.
  6. Larry Bailey - Mult co Farm bureau
    1. 1000 Farm supporters.
    2. We take that job seriously.
    3. I live in the community.
    4. There is a lack of representation for the rural community
    5. Region is being transformed by city Councilors who we do not vote for. Our input was not requested or respected. Frustrating. Our local rural community deserves more.
    6. Farm soil deserves to be protected and the County Code should treat soil as a natural resource.
    7. Every time we lose agricultural land, Bigger Picture impacts. We lose small local businesses, farmland and farmers, supporting industries, feed suppliers etc. Makes all our lives harder and discourages next generation of farmers.
    8. Big city policies forced on small rural communities. We have the right to protect that.
    9. Acknowledge the Steerco and their hard work.
  7. Angi Bailey, President Oregon Farm Bureau.
    1. 4.5 years. 4th generation of my family farm, currently a tree nursery
    2. Concerned how we as a state value and protect our farmland. Farmland is not open space waiting for development. Do not want this decision to become a model.
    3. 2022 Oregon agriculture - $7 billion. That is family livelihoods, a way of life.
  8. Charlie Ciecko, director Multnomah County Fire District #10.
    1. Since 2021 opposed. Provided testimony many times.
    2. Intervened in the first LUBA appeal.
    3. None of our concerns addressed in first go around, we decided to intervene in second LUBA appeal. This gives the lawyer 10,000 extra words.
    4. This area is 91% zoned for agriculture. When you put together a fire district we did not envision protecting a industrial development.
    5. Re: Dodge park- I don’t think our folks know what the plan is if there is an emergency.
  9. Tami Wensenck - Fundraising
    1. Pledge cards on our seats. 501c3 non profit. Support your rights as property owners.
    2. November 22 Fun night - put the fun back in fundraising. Boots and Bling. It is the Saturday before Thanksgiving weekend.

    4. Casino games, music, silent auction, raffle prizes. Ticket prices include dinner.
    5. Let friends and neighbors know - Portlanders
    6. Funding legal battle against Portland Filtration Plant
    7. Looking for volunteers, items you would like to donate. Raffled off or auctions off. Woodworker, painter, photographer. Restaurant.

    1. Same officer for LUBA appeal? LUBA is a board of attorneys. We are hoping for a reversal. Or it goes back to the county on remand. And then we would get a new hearings officer.
    2. We should have work hours on website, other things to watch for.
    3. Les poole - starting to go to Clackamas County commission to testify. elpee5450@gmail.com. Contact him .
    4. Dump truck almost hit my daughter. We are afraid to go out past our driveways. That is not right. Lauren said she would help after the meeting.
    5. Mail delivery person Lee was almost killed as she came out of her driveway. Mail is still suspended. It could be from the rest of the month.
    6. Jeff Helfridge District 52 - putting out FB
    7. Cindy - Pleasant home Water district water. 545 crushe a main line at DPB and cottrell. IT affected a lot of people. I brought 3 jars samples of what we have taken. As we have tried to clean out hot water tank. They are taken from our tub. ITs nasty. $2200 PWB will take care of it. Water quality issues - get together. Reporter.
    8. Cottrell between Dodge and Lusted will be 1 way for 6 months starting in. How do I get plants in and out? Guy Meacham.
    9. What are they doing on dodge park? Putting in big pipes
    10. Have you had any meetings with anyone on the city council. Yes but no ownership.
    11. Reaching out to feds is a good idea.
    12. Commissioner Vince Jones Dixon spoke - please continue to reach out from us, tell us challenges that you are facing. We will continue to give you answers. We are going to continue to hold the city of portland accountable. Reach out via email and phone. We are standing with you.
