Relatives as Parents Program
Are you the main caregiver for your grandchildren or other relatives?
This program offers support – listening, sharing resources, and connecting you with other programs’ services that support you in your caregiving role.
Who We Serve
- Grandparents raising grandchildren
- Relatives raising children related to them
- Parents caring for disabled children ages 19 to 59
You qualify if you are:
- 55 years old or better
- Raising a child 18 years of age or younger and you are a non-parent relative
- Caregiving for an adult with a disability and you are their parent or an older relative
Services We Offer
- Coordination
We work with you to apply to programs and for services, including housing, transportation, mental health, physical health care, and developmental disabilities support.
We will also work with you to advocate on your family’s behalf with other service providers. - Financial Assistance
Grants may be available to help pay for utilities, food, fuel, educational materials, camps, tutoring, counseling, clothing, medical supplies, and furniture. - Listening and Support
We host events for relatives as parents and their families to provide connection, encouragement… and fun! - Training
We provide opportunities for you to learn to take better care of yourself and your loved ones.

Oregon Project Independence
The original Oregon Project Independence Program is closed to new clients at this time.
New Program Option
OPI-M - Oregon Project Independence-Medicaid Expansion
Provides up to 40 hours of in-home help every two weeks depending on your needs. A case manager will support you in coordinating your services.
How to apply
Go to your local Aging and People with Disabilities office and ask for an OPI-M application or call the Clackamas County Aging and People with Disabilities screening line and ask for an OPI-M application 971-673-7600.
You can also download the OPI-M application. You can turn in or mail the application to any of the Aging and People with Disabilities offices listed here.
All offices are open Monday to Friday 8 a.m. to 5 p.m.

Medicare and SHIBA Counseling
Are you already on Medicare? Are you new to Medicare?
Open Enrollment is the time to review your Medicare plan, learn what’s new in Medicare, compare and change your Medicare Advantage and Medicare Part D plans or enroll in a plan if you do not already have one. Certified SHIBA (Senior Health Insurance Benefits Assistance) Volunteer Counselors are available to assist with Medicare questions during Open Enrollment and year-round.
