In her role, Laura is responsible for leading the Office of Economic Develop in implementing strategic priorities while ensuring goals are met to retain and attract business and support workforce development throughout Clackamas County. She helps to develop, recommend and oversee county-wide economic development efforts that build and nurture relationships that promote the county’s economic competitiveness and support current and future businesses located within Clackamas County. In her role, Laura works on projects and functions with a particular focus on ensuring the economic wellbeing and quality of life for the community we serve.

Economic Development Coordinator

Cindy Moore
Business Assistance | Community Relations | Incentive Coordination
Cindy serves the business community by acting as a liaison and connector between industry and community leaders to support the retention, expansion and recruitment of employers in Clackamas County. These connections include access to talent resources, building and/or site selection and permitting facilitation through the county’s Business Response Team. She manages the economic development incentive programs, which include Enterprise Zones, Urban/Rural Strategic Investment Zones and the Rural Renewable Energy Zone. She is also actively engaged in regional and state economic development activities. For 2025, she serves as a Board President for the Oregon Economic Development Association and represents Clackamas County Office of Economic Development on the City of Estacada Economic Development Commission.

In her role, Corina supports the Office of Economic Developments program goals to sustain partner relations, business retention, expansion and grow workforce development opportunities throughout the County. Corina also oversees procurement, contracts, accounts payable/receivable, and various operational functions within the department.

Julia is a grants specialist working to support the Office of Economic Development’s strategic priorities. She manages the Business Development Grant program, which provides grant funding to businesses located in and/or moving to Clackamas County. Her goal is to develop additional programs that will strengthen business and support job growth throughout Clackamas County.
