The meeting was called to order by JLCPO Vice Chair Linda Neumann acting as Chair at 7:00 p.m. ATTENDANCE: 19

Approval of minutes for May 27, 2025 meeting.

Treasurer’s report: Pat Reinert

FIRST TOPIC: Oak Lodge Water Services – Brad Albert, General Manager Update on late summer & fall OLWS capital projects

  1. Infrastructure aging, water district formed in 1920s, Sanitary District in 1950s. Main breaks are becoming more common.
  2. Funded only by rate payers. No federal, state or local tax dollars involved.
  3. Evolving state and federal regulations require upgrades to meet new standards.
  4. Oak Lodge water tests PFAS free. Water quality scores high on required tests.
  5. New master waste water plan and master water plan on line with approved budget and project lists.
  6. Public is welcome at monthly meetings. Please call if you have questions or problems. They want to help.

SECOND TOPIC: Foundations 101: A Brief Introduction – Jane Morrison

  1. Presentation by Jane Morrison on the Parks Foundation idea. What is a park foundation and possibilities. A Parks foundation is supplemental parks and recreation money without adding to the property owners tax bill.
  2. Jennings Lodge is park deficient. More than 75% of JL is more than 4 miles from a park.
  3. Parks district is underfunded. Costs increase annually and funding has not kept up.
  4. The primary objective of a parks foundation is fundraising.
  5. Participants gave feedback on the idea of a foundation.
  6. The next step will be to ask Oak Grove if they are interested in looking at Parks Foundation. Information about Oak Grove’s feedback will be emailed out.

THIRD TOPIC: State Land Use rules change – Linda Neumann for Karen Bjorklund (Zoom technical glitches.)

  1. The County will be reaching out to CPOs in 2026 as part of a review and update of land use and zoning codes. The goal is to make the codes easier to use and to support neighborhood livability. Review is in the early stages now, opportunities to see the suggested changes and receive public input is planned to come in spring and summer of 2026. There should be more than one chance to give feedback.

FOURTH TOPIC: Library Update – Grover Bornefeld

  1. October 18th is the grand opening of the Oak Grove Library. Everyone invited.

FIFTH TOPIC: Community Gatherings Update – Jane Morrison

  1. Due to construction at the JL school for the new park the JLCPO will not be able to hold a summer picnic at that location.
  2. JLCPO is in the process of looking into options for next year.

SIXTH TOPIC: New business

  1. John Wildhaber, APIO, Sheriff’s Strategic Communications.
    1. Information shared on a new Clack Co Sheriff App available to download on your mobile device. THe app gives you access to create greater access to your Sheriff's office. Can see crime statistics. They are switching software providers. You can submit tips, call 911, receive push notifications for evacuations, etc.
  2. Linda Neuman is the new representative to North Clackamas Parks and Recreation District Advisory Committee (DAC), completing another member’s unexpired term. Parks District is still operating with the same $0.54 per $1000 of assessed property value as was set in 1990 when the District was established by voters. This rate is far less than surrounding districts.
  3. Heart of the Community Campaign to fundraise for the new Oak Lodge Park and Community Center which is short on funding to run full programming. Email JLCPO for further information.
  4. Next meeting: Dec 2nd. In-person. No hybrid option. It will be a simple winter community gathering.
