On November 13th, the U.S. Department of Housing and Urban Development (HUD) released the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).
The local competition for FY 2025 CoC funding is now open, and all are encouraged to apply!
For Clackamas County, the local deadline for project applications is December 11th, 2025, 11:59pm. This includes ESNAPS application and scorecard responses. For more information, please email Raina Smith-Roller (rsmithroller@clackamas.us).
All application materials will be reviewed by a Scoring Committee. Final approval will be made by Clackamas County’s Housing Services Steering Committee, the governing body for the CoC.

Eligible FY 2025 CoC Program Components
The components that will be funded through this CoC Program Competition are:
- Transitional Housing
- Supportive Services Only (including Street Outreach)
- Permanent Housing (PSH & RRH)
- HMIS
Additionally:
- Joint Component TH-RRH renewal projects continue to be eligible for renewal funding but are not allowable as a new project type.
- Project applicants may apply for SSO projects consistent with 24 CFR 578.37 and 578.53, including projects with the outreach service activity described at 24 CFR 578.53(e)(13) to individuals and families primarily residing in places not meant for human habitation. These projects must meet the project quality threshold criteria in section V.A.4.b.(5)(c) of this NOFO. All other SSO projects, except those dedicated to coordinated entry, must meet the threshold criteria in section V.A.4.b.(5)(b) of this NOFO.
This year applicants are able to:
- Expand an existing program by adding beds, services, etc. to an existing project
- Consolidate two projects with the same project type during the application process
- Apply for a “Transitions grant” to help agencies move toward a different program type (ie Rapid Rehousing to Transitional Housing) slowly over the course of a year
- Apply for a new, reallocated project
- Apply for a new bonus project: amount to be determined
- Apply for a renewal project

• Review HUD CoC Competition website materials regularly
• Attend local information sessions when possible

Local Competition Q and A Session
Clackamas County will be hosting a virtual FY2025 CoC Local Competition Q&A Meeting November 25th, from 12:00pm-2:00pm. This meeting is optional and you are not required to attend in order to apply for COC funds. This meeting is separate from any other HUD hosted or sponsored meetings related to the NOFO.
