  2. SERVICE DISTRICT #5 (STREET LIGHTING) PUBLIC HEARING #1
    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Board Order Forming an Assessment Area #20-22 (Ridgecrest Ct) within Clackamas County Service District No. 5. Current combined value for the 6-lot petition is $282 a year. Funding through ratepayers. No County General Funds are involved.

    The following items will be presented as a group by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent.     1. Approval of a Board Order Forming Assessment Area #18-20 within Clackamas County Service District No. 5. Current combined value for the 2-lot partition is $94 a year. Funding through ratepayers. No County General Funds are involved.
    2. Approval of a Board Order Forming Assessment Area #03-21 within Clackamas County Service District No. 5. Current combined value for the 3-lot partition is $141 a year. Funding through ratepayers. No County General Funds are involved.
    3. Approval of a Board Order Forming Assessment Area #44-19 (Chloe Rose Creek) within Clackamas County Service District No. 5. Current combined value for the 15-Lot Subdivision is $975 a year. Funding through ratepayers. No County General Funds are involved.
    4. Approval of a Board Order Forming Assessment Area #35-18 (Senior Care and Retail) within Clackamas County Service District No. 5. Current value for the estimated 1,811 lineal feet of frontage is $2,100 a year. Funding through ratepayers. No County General Funds are involved.
    5. Approval of a Board Order Forming Assessment Area #27-19 (Goodwill Retail Store) Within Clackamas County Service District No. 5. Current value for estimated 1,100 feet of frontage is $1,276 a year. Funding through ratepayers. No County General Funds are involved.
    6. Approval of a Board Order Forming Assessment Area #28-21 (Good Shepherd 143-Unit Affordable Housing Units) within Clackamas County Service District No. 5. Current value for estimated 957 feet of frontage is $1,110 a year. Funding through ratepayers. No County General Funds are involved.
    7. Approval of a Board Order Forming Assessment Area #49-17 (Heirloom 300-Unit Apartment and Mixed Use) Within Clackamas County Service District No. 5.     8. Approval of a Board Order Forming Assessment Area #24-18 within Clackamas County Service District No. 5. Current combined value for the 2-Lot Partition is $454 a year. Funding through ratepayers. No County General Funds are involved.

      1. Approval of Previous Business Meeting MinutesBCC
    2. **Human Resources
      1. Ratification of the 2022-2025 Labor Agreement with the Federation of Parole and Probation Officers for represented employees. Total value is $13,889,751 for 3 years. Funding is through State and other funds, including $1,944,565 in budgeted County General Funds.
    3. *Technology Services
      1. Approval of an Intergovernmental Agreement with the City of Sandy for construction, operation, and maintenance of internet services on the Clackamas Broadband eXchange fiber network. Total value is $2,155,680 over 10 years. Initial funding through County ARPA funds allocated to Clackamas Broadband eXchange, then self-sufficient from customer fees. No County General Funds are involved.
    4. *Resolution Services
      1. Approval of an Amendment increasing funding from a Grant Agreement with Oregon Housing and Community Services for mediation services to Manufactured Home park communities. Amendment value is $50,000, grant value is increased to $64,000 for 2 years. Funding through Oregon Housing and Community Services. No County General Funds are involved.
    5. *Disaster Management
      1. Approval of Amendment #2 increasing funding for Citizen Corps Equipment from a Grant Agreement with the City of Portland for the 2021 Urban Area Security Initiative Grant. Amendment value is $21,590, grant value is increased to $623,465 for 2 years. Funding through the Federal Emergency Management Agency. No County General Funds are involved.
    6. *Health, Housing, & Human Services
      1. Approval of a Federal Subrecipient Blueprint Grant with Cascade AIDS Project Esther’s Pantry for Senior Nutrition. Grant value is $108,000 for one year. Funding is through the Older Americans Act. No County General Funds are involved.
      2. Approval of a County-Based Services Revenue Agreement with Health Share of Oregon for Behavioral Health Care and Services. Agreement value is $4,184,447 for 1 year. Funding is through the Oregon Health Plan. No County General Funds are involved.
  5. *WATER ENVIRONMENT SERVICES CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of a Sponsorship Agreement with SOLVE for waterway cleanup events. Agreement value is $150,000 for 5 years. Funding through Water Environment Services Surface Water Operating Funds. No County General Funds are involved.

    (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
