  1. PUBLIC COMMUNICATION (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)

  2. HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of a Revenue Grant Agreement with the US Department of Housing and Urban Development for rental assistance. Grant Value is $699,636 for 1 year. Funding is through the US Department of Housing and Urban Development and a 25% match requirement of Supportive Housing Services Measure Funds. No County General Funds are involved.
  3. BOARD DISCUSSION ITEMS (The following items will be individually discussed by the Board only, followed by Board action.)
    1. Approval of a Performance-based Franchise Agreement with American Medical Response Northwest for ambulance services. Agreement Value is anticipated to be $250 million for 10 years. Funding is through franchise fees and cost savings from American Medical Response Northwest. No County General Funds are involved.

      1. Approval of Previous Business Meeting Minutes – BCC
      2. Approval of a Personal Services Contract with Garten Services for secure document shredding services. Contract Value is $225,000 for 3 years. Funding is through invoicing County Departments and Divisions for shredding services, which may include a small portion of budgeted County General Funds.  – County Clerk
    2. Transportation & Development
      1. Approval of a Property Sale to the City of Oregon City for a parcel located on Dallas Street. Sale Value is $382.86. Funding is through the City of Oregon City. No County General Funds are involved.
      2. Approval of an Amendment to a Contract with Total Golf Management Services for operation of the Stone Creek Golf Club. Amendment Value is 1 year. Total Contract Value is $3,255,000 for 12 years. Funding is through golf course revenue. No County General Funds are involved.
      3. Approval of a Grant Application to the Oregon Department of Transportation for the Transportation Growth Management Transit Development Plan 5-Year Update. Grant Value is $269,190. Funding is through the Oregon Department of Transportation with a required match of $30,810 through the County Road Fund. No County General Funds are involved.
      4. Approval of a Goods and Services Contract with ACROW for a prefabricated bridge for the Johnson Creek Tributary Culvert Replacement Project. Contract value is $154,800 for 5 months. Funding is through Damascus Road Funds. No County General Funds are involved.
    3. Health, Housing & Human Services
      1. Approval of Renewal Revenue Grant Agreements with the US Department of Housing and Urban Development for rapid rehousing and permanent supportive housing programs. Total Grant Value is $2,087,770 for 1 year. Funding is through the US Department of Housing and Urban Development, Oregon Emergency Housing Assistance Program Funds, Community Services Block Grant Funds, Supportive Housing Services Measure Funds, and $105,629 in budgeted County General Funds.
      2. Approval of a Subrecipient Agreement with the Slavic Community Center of the NW for youth substance use prevention programming. Agreement Value is $162,228 for 2 years. Funding is through Budgeted County General Funds.
      3. Approval of an Amendment to a Revenue Grant Agreement with the Oregon Department of Early Learning and Care for preschool coordinated enrollment services. Amendment Value is $171,930 for 9 months. Total Agreement Value is $736,410 for 33 months. Funding is through the Oregon Department of Early Learning and Care. No County General Funds are involved.
