Suspects accused of watching victim use PIN on debit card, then stealing card by distracting victim, then heading to bank to withdraw cash

At approximately 5:55 p.m. on Wednesday, July 12, 2023, Clackamas County Sheriff’s Office deputies responded to a report of a Violation of a Restraining Order at a residence on SE Delia Street in the Damascus area.

A man -- identified as Rickoshay Allen Kerr, age 34, of Hillsboro -- was reportedly at the address in violation of a restraining order out of Washington County.

Neighbors calling 911 at the same time reported seeing a man with a gun in the area.

I am grateful beyond words that I can stand before you today and say one of our deputies has already been released from the hospital and the other is expected to be released later today.

Our deputies put themselves in harm's way each and every day, facing unknown and unpredictable circumstances and I am so thankful that both deputies survived today's potentially fatal encounter.
