Meeting Summary: Janet Davis called the meeting to order at 7:00pm. The agenda was presented as follows:

    • Undersheriff Jesse Ashby: Overview of Sheriff’s Office Services 
      • Jesse was unable to attend.
    • Other Reports
      • Firewise update – Charlotte McFarlane, Fred Pollastrini and Logan Hancock
        • Charlotte and Fred have been attending local fire prevention meetings with the Mt Hood Corridor Wildfire Partnership
        • Main objective is to be aware of things to do to reduce risk of file and fuels for fires
        • This is a National Program, and you can get additional details from these websites: NFPA, Oregon.gov
        • One of the next steps is to have assessments. Forestry and Clackamas Fire will assist. Jen Warren is our liaison. 
        • One of the benefits of being a member could be to lower your homeowner’s insurance
        • There are possible grants available for Chippers and other equipment for the Firewise group to use
        • This is a total volunteer group, no commitments other than logging hours spent to make homes safer
        • After assessments, there will be a 3-year plan created to improve and identify ongoing activities 
        • Communications is key and everyone is welcome to join our community Firewise program

      • Jordan Hancock from Ant Farm and Bull Run Firewise Community
        • Spoke about their wildfire mitigation program
        • They will assist in assessments and recommendations and have worked extensively in the Tim Rim community
        • Funded by Oregon Conservation Corp, Community Wildfire and Defense Fund and grants, so there is no cost to homeowners

      • City of Sandy Wastewater Plan Update – Janet Davis 
        • There are 2 main options for the solution
        • Option A - Building a pipeline to Gresham to send the treated water into the Columbia River
        • Option B – Building a pipeline to send treated water into the Sandy River 
        • The goal is to decide on the plan by the end of the year
      • Portland Water Bureau Filtration Plant Update – Debi Beal
        • In January the Land Use Board of Appeals (LUBA) remanded the approval of the conditional use permit Multnomah County which had approved it in 2023 because they had not adequately considered the 90 acre plants impact on natural resources.
        • There was a bill introduced to essentially byass our existing land use laws for this project but at a Townhall I attended in Gresham on Feb 22 we were advised by Senator Gorsek, who promoted the bill, that this was not being pursued.
        • The next milestone is a Remand Hearing:

      • • Bull Run Bridge News – Janet Davis with input from Jordan Cools Clackamas County 
        • Thursday, April 10, 2025 the Clackamas County Board of Commissioners approved an Engineering contract with David Evans and Associates for the SE Bull Run Rd and Bull Run River Bridge project. Contract value is $1,533,817.94 for 2 years. Funding is through the Oregon Department of Transportation and $157,523.10 of County Road Funds. This contract is for the design of the new bridge. 
        • On Monday, March 31, the Local Agency Bridge Selection Committee voted to recommend funding the construction of the new Bull Run Bridge with the State’s allotment of federal money for bridges. This committee is composed of representatives from ODOT, cities, and counties. Every ODOT Statewide Transportation Improvement Program (STIP) three-year cycle, a handful of local agency bridges are selected for funding. In this case, only 2 local agency bridge replacements (including Bull Run) on collector or arterial roads were recommended for funding during the 2027-2030 period. Our application approved by the Board of County Commissioners (BCC) was for $18 million, but the committee warded $17 million, which would result in a slightly higher local match. Having said that, the Portland Water Bureau has committed up to $1 million in project funding, so the net funding impact is neutral. 
        • This is not 100% certain, as the 2027-2030 STIP must be approved by the Oregon Transportation Commission at a future date. But assuming they implement the recommendation (which is almost always the case), construction would be funded likely for 2028 or 2029. 
        • The future of the bridge is looking good! Please share with other interested parties.

        • County Budget allotment for CPO’s – Janet Davis
          Annual allotment is $350 per CPO
          Janet Davis has purchased new signs to use in the community to advertise the meetings. Remaining budget expenditures to be determined as needed
        • Appreciation to AIMS Community Church – Debi Beal
          The CPO presented 2 boxes of copy paper to the church to show our appreciation for allowing our community the use of the church and the parishioners that prepare and support our use.
      • New Business
        •  Election of Officers – Kellen Bateham
          Officers serve for 2 years
        • President - Janet Davis, nominated by Keith Sprengel, seconded by Charlotte McFarlane
          Janet accepted the nomination, no one opposed
        • Vice President – Julie Stephens, nominated by Kellen Bateham, seconded by Janet Davis, Julie accepted the nomination, no one opposed
        • Secretary/Treasurer – Debi Beal, nominated by Julie Stephens, seconded by Charlotte McFarlane, Debi accepted the nomination, no one opposed
        • Board members needed – Janet Davis
          1. The CPO is comprised of 3 officers and 3 other CPO members to meet a couple of times a year to discuss and decide on issues that affect our community and/or the CPO
          2. Asking for 2 people to join Clair Guy with the officers to complete our board.
        • Clackamas County Commissioner seat is available
          Janet Davis discussed that due to some legal issues with one of the candidates that was elected, there will be another person appointed to fill her position. If anyone has a candidate that they support, they should write a letter recommending them.
