Meeting Summary: Janet Davis called the meeting to order at 7:00 pm. The agenda was presented as follows:

Meeting Agenda 

  • Welcome/announcements
  • Invited speakers: 
  • Jordan Cools, Civil Engineer for Clackamas County – Project Manager for the Bull Run Bridge Replacement project provided an update
    • Currently they have secured funding for construction 
    • Construction is complicated since there is a steep canyon on both sides of the existing bridge
    • He discussed their progress and provided slides with Timelines and Milestones and another with a QR code to link to the county website. Attachments are included in these minutes
    • He explained the historical significance of the bridge and the Bull Run Powerhouse
    • TS&L report (Type Size and Location) needs to be submitted to decide what type of new bridge can be built there
    • Bridge type recommended is steel girders, single span
    • He spoke about the challenges of the logistics of the construction itself – such as:
      • Temporary modular work bridge to use for girders to get permanent girders in place
      • Dissassembling old bridge: for example, crane limitations, roadways, environment, utilities, handling lead based paint 
  • The bridge is listed in the NRHP (National Register of Historic Places) resource 
    • It was built in 1894 
      • They need to mitigate the loss of an NRHP resource with includes, but is not limited to:
    • Photos, blueprints, write up of narrative, and other documentation that needs to be submitted to the Library of Congress for historical files
    • They are making a public offering of the bridge to the public if anyone is interested in all or part of the existing Bull Run Bridge
    • They are interested in the public’s comments for the new bridge for decorative suggestions, priorities, and any other comments the public would like to share. He provided a QR code that links directly to their website. The slide with that QR code is included in these minutes.
    • Design is scheduled for Spring 2025 – Spring 2028
      • 30% Design Acceptance Package (April 2026): 90% design. Milestone (December 2026)
      • Right-of-way phase after environmental phase concluded (2027)
    • Construction:  Spring 2028 – Fall 2029
      • Day-to-Day: Temporary signal for one-way travel through Construction zone, flagging and traffic wait times, short term closures (up to approx. 3 weeks)
      • Construction Duration: 12-18 months

-  Jordan brought a sign-up sheet for anyone that wanted email updates and several people signed up

-  Community asked that the slides be made available and he said they would be on the website.

  • Bull Run Firewise Update – Fred Pollastrini and Charlotte McFarlane
  • Charlotte and Fred have been attending local fire prevention meetings with the Mt Hood Corridor Wildfire Partnership 
  • Main objective is to be aware of things to do to reduce risk of file and fuels for fires
  • This is a National Program
  • Antfarm and Clackamas Fire are resources that will help with activities like:
  • Advise to mitigate fires, chipping, burning, and clearing areas for mitigation to help folks that can’t help themselves or just need some assistance
  • Brentwood Reid from Clackamas Fire talked about the Mt Hood Corridor Wildfire Partnership. Communities that are in this partnership are:

  • Hoodland CPO
  • Mt Hood Forest Cabin HOA

  • One of the benefits of being a member could be to lower your homeowner’s insurance 
  • This is a total volunteer group, no commitments other than logging hours spent to make homes safer
  • After assessments, there will be a 3-year plan created to improve and identify ongoing activities
  • Communications is key and everyone is welcome to join our community Firewise program

  • Calendar of local Firewise Events
  • April 24, 2025 6pm - 7:30pm Corbett Firewise 
  • Clackamas County Commisioner Diana Helm 
    • Introduced herself and shared some of her background including that she was a former mayor of Damascus
    • She was appointed last year when an existing commissioner resigned
    • She lives in Damascus and owned the shop Terra Casa
    • She said her priorities are safe communities, police and fire departments, public trust, good government, small businesses, helping people get off of the streets with more than just shelter (recovery, working, etc.)
    • Open door policy and feel free to contact her with concerns or ideas for improvement
  •  Business
    • Road cleanup – Kellen Bateman
      • No date set because Clackamas County is not returning his calls to provide supplies and schedule a pickup date. Commissioner Helm will see if she can help. As soon as we have confirmed date an email will be distributed with the information
  • Bull Run Watershed Tour – Next one will likely be in June. The 14 people who signed up last time and didn’t get to go are 1st in line for this tour. As soon as there is more information from Portland Water Bureau it will be distributed.
  • There will be a Clackamas County Disaster drill on May 6-8th , More information to be distributed as it is received.
  • City of Sandy Wastewater Plan Update – Janet Davis

There is no longer a proposal to release the treated wastewater into the Sany River. Treated water will be released into a new pipeline to the Gresham Wastewater system.

  • Requesting volunteers to post signs for the CPO meetings. Keith Sprendel has been doing this for years and would like someone to take over. This is twice a year, to put them out before and taking them back down after the meetings. Disappointing that nobody stepped up yet to take this over.
  • Land Use permits
    • No new permits were received
      • One pending to LUBA (Land Use Board of Appeals) for the Campean family application for conditional use for an event venue - # Z0324-25. 

Appeal will be heard March 24, 2026 10:45am in person or via zoom.

  • Julie Stephens shared that Sandy Fire Annexation will be on the May ballot again, please vote
  • Music festival at what was previously McKinnon Airport on Ten Eyck
    • Garren Gammel, who owns the property, introduced himself and reassured the community that they are aware of the noise concerns and are taking steps to mitigate any disturbance
      • Callie Bauer from Shady Pines Radio station spoke next. Shady Pines Radio hosts the event every year as a fund raiser for their community.
      • Brian Bauer, also from Shady Pines, said they are working on getting better sound equipment to help mitigate the noise and they will share the times that are approved by Clackamas County for noise variance so the next festival the community will have better expectations of when they will stop playing each evening.
      • Next festival is scheduled for July 16–19, 2026
