  1. HOUSING AUTHORITY PUBLIC HEARINGS
    (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Mid-Year Revision of the 2023 Action Plan and Moving To Work Supplement. No Fiscal Impact. No County General Funds are involved.
  2. DEVELOPMENT AGENCY PUBLIC HEARINGS(The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Second Reading of Ordinance 05-2023, an Ordinance Amending the Clackamas Industrial Area Development Plan and Report. Total Value is $1,200,000. Funding is through Development Agency. No County General Funds are involved.

    1. Approval of a Board Order approving Boundary Change 2023-008, an annexation to the Tri-City Service District. No fiscal impact. No County General Funds are involved.
  4. CONSENT AGENDA(The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)

      1. Approval of Previous Business Meeting MinutesBCC
    2. *Finance
      1. Approval of a Lease of Commercial Space at the Abernethy Property to house the CCSO Marine Patrol Unit. Total value is $211,922.02 over 3 years. Funding is through budgeted County General Funds.
    3. *Transportation & Development
      1. Approval of sale of 8 parcels to Columbia Land Trust. Transfer value is $3,139.91. Funding is through Columbia Land Trust. No County General Funds are involved.
    4. Technology Services
      1. Approval of a Board Order authorizing a purchase order to renew annual software support service from Oracle America Inc. for Peoplesoft Software. Purchase order value is $568,680.82. Funding is through departmental cost allocations. No County General Funds are involved.
    5. *Health, Housing, & Human Services
      1. Approval of a Sub-Recipient Grant Agreement with Cascade AIDS Project for HIV Testing & Counseling Services. Agreement value is $75,146 for 2 years. Funding is through the US Department of Health & Human Services and the Oregon Health Authority. No County General Funds are involved.
      2. Approval of a Personal Services Contract with Catholic Charities for supportive housing services at Good Shephard Village. Contract value is $1,063,268 for one year. Funding is through Supportive Housing Services Measure funds. No County General Funds are involved.
      3. Approval to apply for all internal and external Annual Continuum of Care Programs Grant from the US Department of Housing and Urban Development. Grant value is $5,481,184 for one year. Funding is through the US Department of Housing and Urban Development, with a $1,370,296 match funded through Supportive Housing Services Measure funds, other funding sources, and $107,455 in budgeted County General Funds.
      4. Approval of Amendment #2 expanding the scope of work, modifying the term, and increasing funding of a personal services contract with Do Good Multnomah for Veterans Village services. Amendment value is $32,252.98. Agreement value increased to $1,717,553.19 for 5 years. Funding is through Supportive Housing Services funds. No County General Funds are involved.
  5. *WATER ENVIRONMENT SERVICES CONSENT AGENDA(The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.) 
    1. Approval of a Joint Funding Agreement with the U.S. Geological Survey for Johnson Creek Water Quality and Flow Monitoring. Total Agreement value is $61,800 for five years. Funding is through Water Environment Services Surface Water Operating Fund. No County General Funds are involved.
  6. PUBLIC COMMUNICATION(The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
