  1. *HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Adoption of Resolution 1979 for the approval of the Mid-Year Revisions to the 2023 Annual Plan and Moving to Work Supplement. No fiscal impact. No County General Funds are involved.

    1. Approval of a Board Order Offering to Transfer Jurisdiction of a portion of SW Stafford Road and all of Frog Pond Lane to the City of Wilsonville. Total value $45,446. Funding through Community Road Fund. No County General Funds are involved.

      1. Approval of Change Order #7 with Clackamas Progress Partners for Clackamas County Courthouse Construction. Change Order value is $35,134.20, total value of Design and Build Contract is increased to $229,235,501.20. Funding through Oregon Department of Human Services. No County General Funds are involved.
      2. Approval of Clackamas County Courthouse Change Order Cost Agreement with Oregon Department of Human Services for Courthouse Change Order #7. Agreement value is $35,134.20. Funding through Oregon Department of Human Services. No County General Funds are involved.
    3. *Juvenile
      1. Approval of a Personal Services Contract with Volunteers of America of Oregon, Inc. to Provide Community Monitoring Services. Contract not to exceed $982,689 over three years. Funding through the Oregon Youth Authority. No County General Funds are involved.
      2. Approval of an Intergovernmental Agreement with Clackamas Educational Services District for Youth Workforce Innovation and Opportunity Act grant funds for partial funding of an Education and Employment Coordinator. Agreement value is $43,000 for 1 year. Funding is through Clackamas Educational Services District. No County General Funds are involved.
      3. Approval of a Personal Services Contract with Latino Network for the School-Based Screening, Brief Intervention, and Referral to Treatment program. Total value is $975,000 over 3 years. Funding through Opioid Settlement and Federal funds. No County General Funds are involved.
    4. *Transportation & Development
      1. Approval of an Intergovernmental Agreement with Washington County Fleet Services for Preventive Maintenance and Repair Services to BMW Police Motorcycles Owned and Operated by Clackamas County Sheriff’s Office. Agreement value is $50,000 over 3 years. Funding is through budgeted County General Funds.
      2. Approval of Contract Amendment #5 with Opsis Architecture LLP for construction administration services to support construction of the Gladstone and Oak Lodge Libraries and Concord Park. Amendment value is $1,007,820, total contract value is $6,089,130. Funding through $347,136 in County ARPA funds, $338,113 from Prior Year Oak Lodge Library District Distribution, $16,358 from Gladstone Library Beginning Fund Balance and $306,213 from NCPRD Funds. No County General Funds are involved.
    5. *Health, Housing & Human Services
      1. Approval to Apply for a Grant for Strategic Health Care Investment for Transformation Funding. Anticipated value is $3.5MM over 3 years. Funding is through CareOregon. No County General Funds are involved.
      2. Approval to accept a Revenue Grant Agreement from the State of Oregon to continue the Mental Health Court Specialty Court Program. Agreement value is $176,280 for 2.5 years. Funding is through the State of Oregon. No County General Funds are involved.
      3. Approval to accept a Revenue Grant Agreement from the State of Oregon to continue the Adult Drug Court Specialty Court Program. Agreement value is $193,448 for 2.5 years. Funding is through the State of Oregon. No County General Funds are involved.
      4. Approval of Amendment #1 increasing funding of a Revenue Intergovernmental Agreement with Oregon Health Authority for financing of Public Health Services. Amendment value is $543,963 for 1 Year. Agreement value increased to $3,739,199.59 for 2 Years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      5. Approval of Amendment #11 increasing funding from an Intergovernmental Agreement with the Oregon Health Authority for the financing of Community Mental Health, Addiction Treatment, Recovery and Prevention, and Problem Gambling Services. Amendment value is $21,875 for 6 months. Agreement value is increased to $20,303,139.35 for 2 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      6. Approval to apply to the Oregon Department of Veterans’ Affairs for a grant for County Veterans Services operations. Agreement value is $1,126,538 for 1 year. Funding is $273,069 from the Oregon Department of Veterans’ Affairs, $171,235 in Social Services Restricted Fund Balance, and $682,234 in budgeted County General Funds.
      7. Approval of a Board Order approving an updated Social Services Title VI Civil Rights Plan for Transportation programs. No fiscal impact. No County General Funds are involved.
  4. PUBLIC COMMUNICATION (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
