    1. Approval of a Resolution for Adoption of the Housing Authority of Clackamas County Fiscal Year 2025-2026 Budget. Total Budget Amount is $127,212,221. Funding is through the U.S. Department of Housing and Urban Development, State Funds, Metro Funds, Local Project funds, and other local sources. No County General Funds are involved.
  3. SERVICE DISTRICT #5 (STREET LIGHTING) PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Resolution for Adoption of the Clackamas County Service District #5  Fiscal Year 2025-2026 Budget with Appropriations. Appropriations Amount is $3,442,545. Total Budget Amount is $5,134,878. Funding is through assessments within the District. No County General Funds are involved.
  4. DEVELOPMENT AGENCY PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals.     1. Approval of a Resolution for Adoption of the Clackamas County Development Agency Fiscal Year 2025-2026 Budget. Appropriations Amount is $33,748,601. Total Budget Amount is $41,638,819. Funding is through Beginning Fund Balance and Tax Increment Property Taxes. No County General Funds are involved.
  5. EXTENSION AND 4-H SERVICE DISTRICT PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Resolution for Adoption of the Clackamas County Extension and 4-H Service District Fiscal Year 2025-2026 Budget with Appropriations and Imposing a Property Tax for Tax Year 2025-2026. Appropriations Amount is $18,706,852 and Tax Rate is $0.0500 per $1,000 of Assessed Value. Total Budget Amount is $18,706,852. Funding is through beginning fund balance, property taxes, interest earnings and other revenue sources. No County General Funds are involved.
  6. LIBRARY SERVICE DISTRICT OF CLACKAMAS COUNTY PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent.     1. Approval of a Resolution for Adoption of the Clackamas County Library Service District’s Fiscal Year 2025-2026 Budget with Appropriations and Imposing a Property Tax for Tax Year 2025-2026. Appropriations Amount is $26,258,827 and Tax Rate is $0.3974 per $1,000 of Assessed Value. Total Budget Amount is $26,258,827. Funding is through property taxes. No County General Funds are involved.
  7. ENHANCED LAW ENFORCEMENT DISTRICT PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals.     1. Approval of a Resolution for Adoption of the Enhanced Law Enforcement District Fiscal Year 2025-2026 Budget with Appropriations and Imposing a Property Tax for Tax Year 2025-2026. Appropriations Amount is $9,836,464 and Tax Rate is $0.7198 per $1,000 of Assessed Value. Total Budget Amount is $9,836,464. Funding is through property taxes and interest earnings, including $676,015 in County General Fund Support.
  8. WATER ENVIRONMENT SERVICES PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Resolution for Adoption of the Water Environment Services Fiscal Year 2025-2026 Budget with Appropriations. Appropriations Amount is $152,296,868. Total Budget Amount is $247,583,463. Funding is through beginning fund balance, system development charges, user rates and charges, federal grants and interest earnings. No County General Funds are involved.
    2. Approval of a Resolution for Adoption of the Water Environment Services Fiscal Year 2025-26 District Fee Schedule. No County General Funds are involved.
    3. Approval of a Board Order for Adoption of Rates and Charges for Water Environment Services. Fiscal Impact is approximately $1,300,000 of additional sewer and surface water monthly service charge revenue. No County General Funds are involved.
  9. NORTH CLACKAMAS PARKS & RECREATION DISTRICT PUBLIC HEARING (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Resolution for Adoption of the North Clackamas Parks and Recreation District Fiscal Year 2025-2026 Budget with Appropriations and Imposing a Property Tax for Tax Year 2025-2026. Appropriations Amount is $33,169,477 and Tax Rate is $0.5382 per $1,000 of Assessed Value. Total Budget Amount is $40,960,062. Funding is through existing District funds, property taxes, fees and fines, and other revenue sources. No County General Funds are involved.
    2. Approval of a Resolution for Adoption of New Fees and Fee Increases for Fiscal Year 2025-2026. No County General Funds are involved.

Funding is through beginning fund balance, federal, state and local taxes, all other gifts & donations, charges, fees, licenses, permits, fines, assessments, revenue from bonds & other debts, other revenue sources, interfund transfers, and $179,903,905 in County General Funds.
    2. Approval of a Resolution for Adoption of Clackamas County Fiscal Year 2025-2026 Changed Fees and Fines. Funding is through fees and fines. No County General Funds are involved.

      3. Approval of a Board Order for appointment of Justice Court pro tempore judges. Appointment has no fiscal impact. Appoint Length is 1 year. Funding is through Justice Court fines. No County General Funds are involved. – Justice of the Peace

      1. Approval of a Lease Amendment with RC Interprices for the current Oak Lodge Library facility to allow additional time for transfers to the new library building.       2. Approval of a Lease Amendment with Gladstone School District #115 for the Gladstone Health Center and the Gladstone Pediatric Dental Clinic. Amendment Value is $323,958.60 for 5 years.       3. Approval of a Lease Amendment with Immanuel Lutheran Church for the Sandy Health Clinic Parking Lot Lease. Amendment Value is $48,734.46 for 5 years. Total Lease Value is $76,798.46 for 8 years. Funding is through Health Centers Service Fees. No County General Funds are involved.

      1. Approval of an Amendment to an Intergovernmental Agreement with Marion County for guaranteed juvenile detention beds. Amendment Value is for 2 years. Total Agreement Value is $1,588,000 for 4 years. Funding is through the Oregon Youth Authority and $262,839 in budgeted County General Funds.

      1. Approval of an Amendment to the Supplemental Project Agreement with the Oregon Department of Transportation for the Canby Ferry Intelligent Transportation System Project. Amendment Value is $127,741.65. Total Agreement Value is $1,167,020.42 for 8 years. Funding is through the U.S. Department of Transportation and County Road Funds. No County General Funds are involved.
      2. Approval of an Intergovernmental Agreement with the City of Oregon City to transfer a portion of S Beavercreek Road. Agreement Value is $997,000 in a one-time payment. Funding is through the Community Road Fund. No County General Funds are involved.

      4. Approval of a Local Subrecipient Agreement with LoveOne for drug possession charge deflection program participant services. Agreement Value is $1,914,675 for 3 years and 3 months. Funding is through Oregon House Bills 4002 and 5204. No County General Funds are involved.
      5. Approval of a Personal Services Contract with The Native American Rehabilitation Association of the Northwest for Tukwila Springs resident case management services.       7. Approval of a Personal Services Contract with LoveOne for homeless outreach, engagement and support services under a new contract format. Contract Value is $3,729,757 for 1 year.       8. Approval of a Personal Services Contract with The Father’s Heart Street Ministry for Tukwila Springs resident services. Contract Value is $300,928 for 6 months. Funding is through Metro Supportive Housing Services Measure Funds. No County General Funds are involved.

      12. Approval of the 2025 Community Development Action Plan, including Applications for funding from the U.S. Department of Housing and Urban Development through the Community Development Block Grant, HOME Investment Partnership Grant, and Emergency Solutions Grant Funds. Approval of an award renewal for an Intergovernmental Agreement with the State of Oregon for the FY 2025-2027 to fund Clackamas County Community Developmental Disability Program and Services.  Total Agreement Value is $30,346,566 for 2 years.  Funding is through the Oregon Department of Human Services and $136,724 in budgeted County General Funds.  
      15. Approval of an Amendment to an Intergovernmental Agreement with the Oregon Health Authority for forensic evaluations. Amendment Value adjusts funding source only, no fiscal impact. Agreement Value remains $17,509,981.22 for 18 months. Funding is through the Oregon Health Authority. No County General Funds are involved.
      16. Approval of a Services Agreement with Health Share of Oregon for health assessments, maternal and child health services and communicable diseases prevention services to Medicaid members. Agreement Value is $870,416 for 1 year. Funding is through Health Share of Oregon. No County General Funds are involved.
      17. Approval of an Amendment to an Intergovernmental Agreement with the Oregon Department of Human Services for Jobs Opportunity & Basic Skills program. Amendment Value is $1,360,586.77 for 2 years. Total Agreement Value is $3,960,381 for 6 years. Funding is through the Oregon Department of Human Services. No County General Funds are involved.
