  2. HOUSING AUTHORITY CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
    1. Approval of an Intergovernmental Agreement with Clackamas County for Arbor Terrace Apartment Complex parking lot accessibility improvements. Agreement Value is $245,000 for 10 months. Funding is through Federal Community Development Block Grant Funds. No County General Funds are involved.

    1. Approval of Boundary Change Proposal 2025-005: Annexation of a single-family home located at 11506 SE 147th Avenue, Happy Valley to Service District #1 for sanitary sewer service. No fiscal impact. No County General Funds are involved.
    2. Approval of Boundary Change Proposal 2025-006: Annexation of a single-family home located at 8712 SE 155th Avenue, Happy Valley to Service District #1 for sanitary sewer service. No fiscal impact. No County General Funds are involved.
  5. WATER ENVIRONMENT SERVICES PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Board Resolution for an Exemption from Competitive Bidding for the Tri-City Influent Pump Station Expansion project. No monetary value associated with the exemption.

    1. Approval of an Amendment to a Contract with Carollo Engineers for Clackamas Area Interceptor Improvements Project design and bidding consultant services. Amendment Value is $526,957.43 and no time increase. Total Contract Value is $4,820,068.43 for 5 years. Funding is through WES Sanitary Sewer Construction Fund. No County General Funds are involved.
    2. Approval of an Amendment to a Contract with Consor North America for improvements to the Clackamas Industrial Area Pump Station, the Hoodland Water Resource Recovery Facility and the Willamette Pump Station. Amendment Value is $247,054 for no time increase. Total Contract Value is $3,849,755 for 10 years. Funding is through WES Sanitary Sewer Construction Fund. No County General Funds are involved.
  7. NORTH CLACKAMAS PARKS & RECREATION DISTRICT PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Supplemental Budget Resolution for fiscal year 2025-2026. Net appropriations increase is $1,833,106. Funding is through carryover of ending fund balance from annual operations and transfers of System Development Charge funds. No County General Funds are involved.
  8. NORTH CLACKAMAS PARKS & RECREATION DISTRICT CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda.       3. Approval of an Intergovernmental Agreement with the Oregon Department of Corrections for funding of parole and probation services. Agreement Value is $18,600,090 for 2 years. Funding is through the Oregon Department of Corrections. No County General Funds involved. – CCSO
      4. Approval of an Intergovernmental Agreement with the Oregon Department of Corrections for substance abuse program supplemental funding. Agreement Value is $960,097 for 2 years. Funding is through the Oregon Department of Corrections. No County General Funds involved.  – CCSO
      5. Approval of a Board Order to issue a Purchase Order for Insight/Mark43 law enforcement specific records and property management software. Purchase Order Value is $1,260,987 for 5 years. Funding is through $75,659.22 of Enhanced Law Enforcement District Funds, $201,757.92 of Public Safety Operating Levy Funds, and $983,569.86 in Budgeted County General Funds. – CCSO
      6. Approval of an Intergovernmental Agreement with Clackamas Community College for jail inmate educational programs. Agreement Value is $152,999 for 3 years. Funding is through the County’s Inmate Welfare Fund Account. No County General Funds are involved. – CCSO
    2. Finance
      1. Approval of a Supplemental Budget Resolution for Fiscal Year 2025-26. No fiscal impact. Resolution authorizes greater flexibility for transfers of obligated American Rescue Plan Act funds between departments.  
      2. Approval of an Intergovernmental Agreement with Oregon Correctional Enterprises for cabinets, countertops and other improvements to the replacement courthouse and Development Services Building café spaces. Agreement Value is $49,150 for 5 months. Funding is through Budgeted County General Funds
    3. Disaster Management
      1. Approval of a Grant Application for a new law enforcement command post trailer, Records Management lobby security renovations and Emergency Operations Center radio upgrades. Grant Value is $231,508 for 2 years. Funding is through Oregon Emergency Management. No County General Funds are involved.  
    4. Technology Services
      1. Approval of a Contract Amendment with Unify for licensing and maintenance of telephone/voice data servers. Amendment Value is $1,350,000 for 5 years. Total Agreement Value is $2,700,000 for 10 years. Funding is through departmental cost allocation, which does include a small portion of Budgeted County General Funds.
      2. Approval of a Board Order to authorize a Purchase Order to Oracle America for Finance and Human Resource PeopleSoft software. Order Value is $712,224.03 for 1 year. Funding is through departmental cost allocation, which does include a small portion of Budgeted County General Funds.
    5. Juvenile
      1. Approval of an Amendment to a Grant Agreement with the Oregon Department of Education for community diversion services to first time offenders. Amendment Value is $511,482 for 20 months. Total Agreement Value is $1,482,107 for 4 years. Funding is through the Oregon Department of Education. No County General Funds are involved.
    6. Transportation & Development
      1. Approval of an Intergovernmental Agreement with Metro for the Waste Reduction and Recycle at Work educational outreach program. Agreement Value is $661,149 for 1 year. Funding is through Metro. No County General Funds are involved.
      2. Approval of a Personal Services Contract with Cascadia Partners for development of a County Parks System Plan. Contract Value is $299,904 through for 14 months. Funding is through Clackamas County Forestry Program timber harvest revenue transferred to County Parks. No County 
        General Funds are involved.
    7. Health, Housing & Human Services
      1. Approval of an Intergovernmental Agreement with the Housing Authority of Clackamas County for Arbor Terrace Apartment Complex parking lot accessibility improvements. Agreement Value is $245,000 for 10 months. Funding is through Federal Community Development Block Grant Funds. No County General Funds are involved.
      2. Approval of an Amendment to a Subrecipient Grant Agreement with Parrott Creek Child and Family Services for alcohol and drug recovery housing assistance. Amendment Value is $165,475.80 for 6 months. Total Agreement Value is $679,659.70 for 2 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      3. Approval of a Revenue Intergovernmental Grant Agreement with the Oregon Department of Human Services for Supplemental Nutrition Assistance Program recipient self-sufficiency training and job placement services. Agreement Value is $175,000 for 1 year. Funding is through the Oregon Department of Human Services, with matching funds of $133,000 from Metro Supportive Housing Services Measure Funds and $42,000 in Budgeted County General Funds.
      4. Approval of a Revenue Provider Agreement with Health Net Plan of Oregon for reimbursement of services provided to the Plan’s Members. Agreement Value is $300,000 for 15 years. Funding is through Health Net Plan of Oregon. No County General Funds are involved.
      5. Approval of an Amendment to a Personal Services Contract with Clackamas Women’s Services for shelter support, case management, eviction prevention, and rental assistance. Amendment Value is $6,324,290.91 for 9 months. Total Contract Value is $23,081,140.54 for 4 years. Funding is through State of Oregon SB 5511 and SB 5701, as well as $88,836.47 of Budgeted County General Funds.
      6. Approval of an Amendment to a Subrecipient Grant Agreement with ColumbiaCare Services for behavioral health care to clients residing at their facilities. Amendment has no fiscal impact and extends agreement by 6 months. Total Agreement Value is $555,000 for 2 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      7. Approval of a Renewal Grant Application to the Oregon Department of Veterans’ Affairs to operate the County Veterans Services Office. Grant value is $1,197,076 for 1 year. Funding is through the Oregon Department of Veterans’ Affairs for $286,590, as well as $246,739 in previous year carry over funds and $663,747 in Budgeted County General Funds.
      8. Approval of a Revenue Grant Agreement with the Oregon Department of Transportation for planning, operations, and capital funding of the Mt Hood Express. Agreement Value is $808,315 for 20 months. Funding is through the Oregon Department of Transportation, with a required match of $65,000 in budgeted County General Funds.
      9. Approval of a Revenue Grant Agreement with the Oregon Department of Transportation for the purchase of a replacement bus for the Mt Hood Express. Agreement Value is $10,000 for 3 years and 8 months. Funding is through the Oregon Department of Transportation. No County General Funds are involved.
      10. Approval of a Revenue Grant Agreement with the Oregon Department of Transportation for COVID-related operations of the Mt Hood Express. Agreement Value is $104,475 for 9 months. Funding is through the Oregon Department of Transportation. No County General Funds are involved.
      11. Approval of a Revenue Grant Agreement with the Oregon Department of Transportation for preventative maintenance for Transportation Reaching People, Last Mile Shuttle, and the Mt Hood Express. Agreement Value is $220,000 for 20 months. Funding is through the Oregon Department of Transportation. No County General Funds are involved.
      12. Approval of an Amendment to a Revenue Intergovernmental Agreement with the Oregon Health Authority for communicable disease prevention training and immunizations. Amendment Value is $77,431.82 for 1 year. Total Agreement Value is $5,863,670.97 for 2 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      13. Approval of an Amendment to a Revenue Intergovernmental Agreement with the Oregon Health Authority for foodborne illness prevention program remittances. Amendment Value is $4,119,703 for 2 years. Total Agreement Value is $13,717,803 for 6 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
      14. Approval of an Amendment to a Lease Agreement with North Clackamas School District #12 for Women, Infants, and Children office space in the Wichita Center Building. Amendment Value is $11,564.40 for 1 year. Total Agreement Value is $54,881.34 for 7 years. Funding is through the Oregon Health Authority. No County General Funds are involved.
