Requests for Consent Agenda

Health, Housing and Human Services

  1. Request for approval to apply for the 2021 Grant Application with the U.S Department of Housing and Urban Development (HUD). The Clackamas County Continuum of Care Program (CoC) annual application for funding is $3,791,435 including a possible $481,621 of bonus funding available from HUD. No County General Funds are involved.
  2.  Approval of a Local Subrecipient Grant Agreement with Clackamas Women’s Services to provide evidence-based Parenting Education Classes. Maximum Value $20,166 through Oregon Community Foundation. No County General Funds.
  3.  Approval of a Local Subrecipient Grant Agreement with Lifeworks NW to provide evidence-based Parenting Education Classes. Maximum Value $8,850 through Oregon Community Foundation. No County General Funds
  4.  Approval of a Local Subrecipient Grant Agreement with Northwest Family Services to provide evidence-based Parenting Education Classes. Maximum Value $48,661 through Oregon State University and Oregon Community Foundation . No County General Funds.
  5.  Approval of a Local Subrecipient Grant Agreement with Todos Juntos to provide evidence-based Parenting Education Classes. Maximum Value $46,087 through Oregon State University. No County General Funds.
  6.  Approval of Application for Federal Lands Access Program Funds for Continuing Operations of the Mt Hood Express in the amount of $838,500 from Western Federal Lands No County General Funds are Required.

Business and Community Services

  1. Approval of Local Grant Agreement Amendment #5 between Clackamas County and Micro Enterprise Services of Oregon (MESO) fir MESO to Provide a Small Grants Program on Behalf of Clackamas County in Support of the Local Business Community Impacted by the COVID-19 Pandemic.  $2,467,500 through CARES Act and $51,600 through State Lottery dollars.  No County General Funds are involved.

Disaster Management

  1. Approval to Apply for FEMA 2021 Building Resilient Infrastructure for Communities (BRIC) Grant Funds to Sponsor PGE Hwy 26 Electric Utility Project – Stage 1.  Estimated total project cost is between $400 and $600 million.  They will seek the annual maximum grant award of $50 million to cover 75% of federal grant share.  PGE will apply every year for 25% local match fund.  No County General Funds are involved.  Request to be placed on September 23 Consent Agenda.
  2. Approval of Memorandum of Agreement between Clackamas County and the Molalla United Methodist Church for Emergency/Disaster Related Use of the Church.  This MOA has no monetary value.  Request to be placed on September 23 Consent Agenda.

Finance

  1. Approval of Purchase of Annual Software Support Service from Oracle America, Inc. for PeopleSoft Software.  Annual cost is $506,304.10 funded through Technology Services, which receives County General Funds.  Request to be placed on September 23 Consent Agenda.

Department of Transportation and Development

  1. Resolution Approving Tualatin Valley Fire and Rescue’s Fire Code Ordinance 2021-21.  There is not financial impact.
