Director’s Update

 

  • Update on Crisis Stabilization Center - Karen gave update, due to open mid-December, working on some facilities issues
  • Deflection - Bill Stewart (DA) - update on HB 4002
    • Exceeded expectations
    • Some challenges - unique in the state, most are more focused on deflection - pre-charge/no filing
    • Conditional discharge - post charge - IMPACT court built on community court model
    • Program navigators - LoveOne - partnership with local providers
    • ASAM within 30 days
    • Connection to homeless outreach
    • Funding challenges with peer mentors
    • Stay from 90 days to a year, includes participation in treatment
    • Challenge is transitional piece at the end of treatment to ensure there is housing
    • 43% at least experience homelessness
    • Social referral - someone without a case but Law Enforcement or another partner say they are ready for a change - primarily through LoveOne
    • Court every Thursday 8:30 to 11:30 3C or 3D Red Soils
    • Challenge with Aid and Assist individuals - unable to serve
    • Return in January with a program navigator
    • Anamda Dennis - mobile pop-up parole and probation
  • Update on Local Plan and CFAA – going to BCC December 9 – Policy Session
    • Shared input from BHD Staff on Needs and Gaps
    • Updated on CFAA

Priorities for 2026 - work on together from 2025 list and update - Discussion

  • Increasing support for BIPOC community -and youth voice - target community college instead of high school
    • Alana Russel - SUD director ODE - school credit for participation
    • Clackamas Community free clinic at the college campus - volunteers of medicine center
  • Access to services - promote to #1
  • how County is utilizing the BHRN
  • MHAC support Board resolution for ROSC
  • Deflection program coordinator and updates
  • Crisis Stabilization Center - opening in December
  • Role of BH supports in school districts - shared data received from schools
  • Role of prevention - promoting success of prevention - HB 3321 - preventing SUD in youth
    • Look at what exists in OR
    • Look into $ that is earmarked for primary prevention to see whether OR actually uses it that way.
    • Accountability and reporting ADPC
  • Access to services and equitable care -
  • $4.7m BH Housing updates - is this transcending hope
  • Role of mobile crisis response and use of data for funding (2027 session)

What did we accomplish in 2025? What do we still need to work on?

  • Stabilization Center - opening in December
  • Plans for Recovery Center Campus - funding gap for building
  • Concept for prevention services in the community - what is needed, look at it has a whole - OR coalition for prevention professionals - HBB 3321 - mapping services site under - training OR prevention workforce.  CCC already members under r OCBH$

Committee updates – All

Advocacy/Legislative Committee:

  • Agreement to separate Legislate and Advocacy committees and discuss advocacy efforts in future (Advocacy Day)
  • Advocacy Day (Bo) February 12 in Salem – sign up through the Oregon Recovers website

Nominating Committee:

  • No updates and no current recruitment right now

Suicide Prevention Coalition Update:

  • App is live on Android AND Apple-Compass to Connection
  • feedback on app, some got incorporated and others did not.
  • Challenge in updating things on the app.
  • Google and Apple decided it is for 17 and up and so has an age restriction (barrier)
  • Pam sending flyer to group –
  • Teresa asked that we share the app and also let her know if there are any glitches.
  • Monthly group on suicide prevention Quarterly (Donna Marie online) learn about resources in Clackamas - third Tuesday of the month
