Public Attendees: None due to a technical issue that rendered the meeting Zoom link unusable. Pat noted that she was aware of CPO members who had planned to attend the meeting. Ed agreed to post an explanation on the CCI webpage about the technical difficulties and to work with Technology Services to prevent similar issues at future meetings.
MEETING MINUTES
- Welcome, Introductions
Chair Bjorklund welcomed CCI members and PGA staff.
- Approval of Meeting Minutes
Pat Erdenberger made a motion to adopt the minutes for the August and September CCI meetings. Gordon Slatford seconded the motion. The committee approved the minutes, with Vice Chair Parries abstaining due to insufficient time to review them. The August meeting minutes were not approved at the September meeting, based on Chair Bjorklund’s recommendation to allow time for including Pat’s suggested additions and other edits. Ed Nieto agreed to submit all future drafts of CCI meeting minutes to at least two weeks before the next CCI meeting to allow adequate review time.

- PGA General Updates
New CPO Handbook - Tonia Tonia Holowetzki informed the group that the revised CPO handbook, which is now complete, will be posted on the county website as web pages instead of PDFs, as in the past, to comply with the new Americans with Disabilities Act (ADA) requirements. She said that all digital government channels must be ADA-compliant by April 2026, and the PGA web team is working to meet the deadline. The new requirements include making all posted materials accessible to people with disabilities who may use screen readers and other assistive technologies. This will involve modifying the structure and appearance of all agendas, minutes, and other documents posted on the county website.
Pat requested that the new handbook be emailed to CPOs in PDF format so that it can be printed out for CPO members. Tonia agreed but informed the group that email is part of the “digital suite” that must comply with ADA requirements, which include email attachments.
- State of the County 2025 Invitations - Ed informed the group that he plans to send out email invitations on November 5 to CPOs and Hamlets using the same emailing list that receives the CPO Quarterly newsletter via Constant Contact. The invitations include registration forms for the event, as space is limited for the November 5 event at Clackamas Community College.
- County Transportation Safety Action Plan - Bill Merchant asked Tonia if Public and Government Affairs is involved with the community communication plan being developed for the Transportation Safety Action Plan, to which Tonia answered affirmatively.

Ed explained that the staff of the Planning department participating in the November 18 CCI meeting had requested specific examples of common issues from different CPO communities to help frame the discussion. Chair Bjorklund asked CCI members to send her examples within the next two weeks and she would create a summary document for Tonia and Ed to give to the Planning department before the meeting.
Tonia said the Planning staff was not expecting to include a formal presentation, but rather a brief overview of legislative changes to provide context for the discussion.
Bill suggested that the meeting not be framed to require Planning staff members to provide answers. Instead, Bill suggested asking them how zoning and development ordinances could be improved, referencing specific examples, and what could be done to make life more livable in that area.
The group agreed that the meeting would be held in Zoom’s webinar format, allowing CPO and Hamlet members to listen in and watch the discussion.
Ed agreed to send CCI's meeting invitation to CPOs and Hamlets, written by Chair Bjorklund and Vice-Chair Parries, along with a webinar Zoom link, to the newsletter mailing list the last week of October. Ed also said he would include information, including the webinar Zoom link, about the November CCI meeting in the CPO Notes Quarterly newsletter, with details gathered from the email invitation.
The group decided to hold a follow-up listening session with CPOs and Hamlets on this topic during its February meeting, and include that information in the invitation to CPOs and Hamlets.

Chair Bjorklund recommended that members discuss this item at another time due to the shortened meeting length caused by technical issues at the start of the meeting.
- Possible business to consider for future CCI agendas
- Election of officers in a way that catches the CCI up to the schedule in the CCI Bylaws
Chair Bjorklund described how CCI officer elections are one year out of sync with the newest bylaws, requiring the need to treat officer terms differently for 2026 only, to catch up with the schedule in the bylaws. She presented three options for 2026-2027, and asked the group to consider these options prior to making a decision in December, for implementation in January.
The meeting adjourned at 8:00 p.m.
