  1. Welcome/Introductions– Co-Chair Chris Chandler called the meeting to order at 3:32pm, welcomed members and invited guests, and members of the public.
    • Chair Sheriff Angela Brandenberg is attending the Oregon State Sheriff Association (OSSA) Conference
    • Welcome new committee member Charles Gallia, Lay Citizen
    • Ryan Keck, Oregon Criminal Justice Commission Interim Executive Director
  2. Acknowledgement Christina McMahan, Director Juvenile Department Clackamas County – Co-Chair Chris Chandler acknowledges Director Christina McMahan for her years of service with the juvenile department as she retires from Clackamas County today.  Director McMahan was presented with a challenge coin from the Sheriff’s Office.  
  3. Constant Action Item – Review and Approval of September 18, 2025, Local Public Safety Coordinating Council Meeting Minutes
    • Order of business is to approve the minutes of the previous meeting held on September 18, 2025. The minutes had been distributed in advance and were also available at the meeting. Feedback to expand on the difference in the JRP grant from FY ’23-’25 and current FY ’25-’27 was received and included in the current minutes. No additional edits or corrections were made to the minutes. Co-Chair Chris Chandler moved to approve the minutes as presented after no further discussion or corrections. The minutes are approved as written.
  4. Discussion & Update – House Bill 3069 (HB3069) - Ryan Keck, Oregon Criminal Justice Commission Interim Executive Director reviewed the presentation updates for House Bill 3069.
  5. Recruitment Update – Vacant Council positions, City Mayor (Elected), City Commissioner/Manager (non-Elected) - Co-Chair Chris Chandler, Clackamas County Sheriff’s Office, Parole and Probation Captain.
    • Charles Gallia has been formally appointed as the Lay Citizen representative for the council.
    • Cara Hash, Oregon Department of Human Services (ODHS) resigned in September. We are working with ODHS on a new representative from their office.
    • City Elected position is currently in the confirmation process with the Clackamas County Board of Commissioners. Estacada Mayor Sean Drinkwine has expressed interest, and we are moving forward with his recommendation.
    • Three individuals have expressed interest in our open recruitment for the administrator, non-elected city position. The Public and Government Affairs office has asked interested parties to complete the Advisory Board application.
