    Justin called the meeting to order at 6:00 pm
  2. Meeting Minutes
    Justin called for the approval of the January 21, 2025 minutes. Rob called for the motion, Walter second
    the motion; it was approved by the PAB.
  3. Citizen Input & Corrspondence
    Fanny Freeze—this email (with picture) - comes from our Ranger John Shih out at Feyrer Park. A Share
    the Love fundraiser for the Molalla School District was staged at Feyrer - school kids from the area participated in a dunk in the river for donations. The Molalla Fire Department was on hand for safety and the students went in the creek (as the river was too high) some kids went in more than once! It was a great success.
  4. Stone Creek Update-Gordon Tolbert 
    Year-to-date we are about $150,000 ahead of budget for the net line and March is looking great. February was a little tough, it was cold and the first couple of weeks was filled with frosty mornings. We have already aerated the greens, our tournament are fully booked out for the summer. Staff is working well and the course is in wonderful shape. WE have signed an agreement with on the designer for the irrigation project. Over all net income for last year was 1.1 million revenue for the County. Sarah Eckman reported on the condition of the trail around the course- from Richard Rosenberry; the bridge is in over-all good shape; some boards needed to be replaced and that was done. Chips have worn down and will be sublimated with gravel, added fresh chips for the washed out areas.
  5. Grant Opportunities and Updates-Tom Riggs
    We are applying for the Oregon State Parks Local Government Grant Program. We were able to utilize the grant writing expertise of one of our colleagues in the Office of Economic Development, who did a great job researching grant criteria and eligibility, and preparing the application packet. We are applying for a Large Project grant to construct a new water system at Barton Park, with an estimated construction cost of $570,000, we are applying for a grant of $285,000. We are also applying for a small grant for $80,000 to construct a fence around the Barton stockpile to separate road department usage from the recreational use areas we are planning to open to the public.
  6. Administrative Updates-Tom Riggs 
    1. Park System Plan: We are making progress on it. The team working on it will be reconvening soon, but nothing new to report at this time.
    2. Park Reservation System: we are going to be going out to solicit for a new online reservation system for our campsites and picnic shelters. We have had the same system for 12+ years. The approach we're taking with our procurement is sending out basically a framework of the sort of things we need from the system. After we review the proposals we receive, then we will narrow it down to the ones that are most able to work with our needs. A well-functioning reservation system is really important to our success.
    3. Volunteer Program: Tom Riggs outlined the Volunteer Program that we have been working on and has finally launched. Tom shared the new website for volunteers, posted jobs and camp host positions. Tom reviewed the page for the volunteer park maintenance assistants, volunteers helping out at the parks while earning points for a parking pass. It lists a phone number to call or an email address to request an application. Once the application if received- it will be reviewed by the park rangers for a partnership. A social media push went out form the County page and on the first day we received five requests for applications.
    4. Other: Knight’s Bridge Park will be closed from April 1, 2025, through Nov. 30, 2025, to support an engineering project on the bridge. The project will preserve and extend the life of Knights Bridge, remove weight restrictions, allow for traffic to cross in an emergency, and improve resiliency within our essential transportation network in the event of an earthquake. Clackamas County Parks maintains Knights Bridge Park, which includes the parking lot adjacent to the Knights Bridge that provides river access to the Molalla River. Engineering will use the Knights Bridge parking lot for the purpose of bridge access and construction staging. With the bridge work happening on site, and without access to the parking lot, park patrons cannot safely or effectively use the park.
  7. Park Updates: Mark Shaw 
    1. Boring Station & Feyrer Amphitheater Update
      • Same design now to be used at both Feyrer and Boring Station Funded primarily by Metro Bond Dollars, with hope for some donations from the
        community
      • Framing and concrete work provided by Northwest College of Construction
      • Currently working on engineering with local vendor
      • On track to pour concrete at Boring Station by June
    2. Removal of the Boring Station old stage
      • Pavers from the old stage were palletized and re-purposed for use at Eagle Fern’s A-Frame Shelter with the goal of creating a new gathering space.
    3. Parking lot grading at the Cazadero Trailhead
      • 24 Yards of rock and 1.5 days of work with the Parks tractor
      • Just 1 of over 10 gravel lots County Parks maintains
    4. Feyrer Playground Enhancements
      • Metro Bond Dollars at work again
      • 2 Adaptive structures added
      • Will more than double the play area
      • Border and mulch to be installed over next two weeks
      • Added a Saucer Swing and Sensory Wave Arch
      • Total price of $28,363
    5. Boones Ferry /busy winter
      • Fuel line replacement is complete, so marina will have reliable access for fuel sales. Partly funded through OSMB, with a total price just over 44,000, project includes
        installation of life jacket loaner station to promote safety.
      • 5 call outs over this winter with our Marine Services vendor for woody debris removal – the logs keep coming
    6. 6. Seasonal Hiring Update
      • Hiring earlier than we ever have
      • Have already filled all PA2 Lead positions
      • Had first round PA1 Park Assistant Interviews on Monday, 3/17 – 10 positions filled
      • Current % of Seasonal Positions filled is at 58%
  8. Good of the Order
    Tom and Sarah shared the drone filming of Metzler, Barton and Feyrer that PGA did that some; the
    pieces were very well done and have been well received. You can find them on YouTube and a link on
    the County webpage.
