  1. Call To Order
    Justin called the meeting to order at 6:00 pm
  2. Meeting Minutes
    Justin asked for the approval of the November 18, 2025 meeting minutes. Rob asked that the information pertaining to the ADA rules as it applies to park walking trails, and bridge access that was discussed at the meeting be included in the minutes. The minutes were approved with that addition to the minutes. Rob called for the motion to approve the minutes with that change and Tom Hester 2nd the motion. Minutes were approved.
  3. Election of PAB Officers
    We are seeking to elect a chairperson and a vice chairperson, each to a one-year term. At our November, the nominating committee reported that they received 3 members were nominated for chair, 2 people for vice chair. Due to some members declining the appointment, we ended up with one candidate for chair, Justin Ostrader and one for vice chair, Mike Ferrell. Keeping with proper process concerning these elections, I am calling for nominations from the floor, so if anyone would like to be considered for either of these positions, now is your chance.
    There were no nominations from the floor; Tom called for the PAB to accept the two candidates. Don called for a motion to elect Justin as Chair and Mike and Vice Chair- Rob second, motion passed.
  4. Citizen Input & Correspondence
    We have a visitor today, Randy Allen- he is Dana Hindman-Allen’s husband and is here with her today, it is Dana’s last day at the PAB, she is stepping down from the advisory board as of this date.
  5. Park System Plan Update-Tom Riggs / Ellen Rogalin
    There will be two meetings tomorrow, one in the afternoon for the Technical Advisory Committee and an evening meeting of our Public Advisory Committee. We are working with our consultants, Cascadia Partners. The Technical Committee is made up of professionals in the parks and recreation and tourism industry, and the Public Committee is made up of a cross-section of volunteers and general public using our parks and CPOs. Rob and Justin are on that committee representing the PAB.
    Ellen wanted to add that we have representatives from the business community on the public committee, businesses that work with county parks and bring people out to our parks. Next will be the big push for community outreach. We have our website set up; next we will start with focus groups, online survey, and committee wide presentation at different events.
    Tom shared the place on our website to check on all the latest news on the Parks System Plan- at County Parks | Clackamas County under notices on the front page.
  6. Selection of PAB Representatives to Grant Advisory Committee
    The grant that we're pursuing is a multi-stage process, so the first step was a letter of intent to apply for the Travel Oregon Recreation Ready Grant. This grant provides technical assistance, then after that phase, some projects are allowed to also apply for funding for the project. The technical assistance is to help with a marketing study and business planning, for all of our cabin development that we are planning for Barton Park, as well as cabin amenities, which will affect the placement of the water and sewer lines. We were notified in December that we were approved to apply for the grant. Part of that involves having a grant steering committee, and we’d like a representative from the PAB to serve on that. The grant could net us up to $100K towards our capital buildouts. We can wait until after the February meeting and maybe draw from one of our possible new PAB members.
  7. Process for selecting new PAB members
    We received 11 applications for the PAB. One applicant works for Clackamas County, which makes this person not eligible to serve on an advisory board. We are now down to 10 applicants. We must fill two positions, to make the required 12, and we can appoint up to three additional seats, but not over fifteen positions. The PAB members elected to interview all 10 applicants. They wanted to be able to review the candidates at home before the February meeting, with some personal data removed from the applications for privacy and objectivity; street addresses, phone numbers, and email address. Names will be left on the individual applications to retain clarity during review. We will also send out the questions that have been approved after review of the PAB. We will be interviewing them via zoom this time.
    Saying Goodbye; Dana Hindman-Allen - Dana will be officially resigning her post on the PAB effective tonight. Dana said she was extremely proud of the last 4 years, being part of this group. We made great strides several areas, including ADA aspects, and making the parks accessible for everybody.
  8. Administrative Updates-Tom Riggs
    1. Carver Boat Ramp renaming request update—The Board of County Commissioners have considered the renaming a made the decision to not formally rename the boat launch. We are instead going to place a memorial stone with a plague on it with the name Bob Toman next to the boat ramp. The friends of Mr. Toman secured the funding from Oregon Wildlife Foundation to pay for the stone placement and plaque.
    2. Other—Sandy Weijland, the park staff member who joins the PAB for the summer tours is retiring. Tom reviewed the new system for raising park fees to match the CPI automatically, but not to exceed 3%. We have a few proposed fees that fall outside methodology, including a plan to raise our parking fees from $9 to $10 next year, and establishing some fees for new facilities that are soon to be added, such as standard bunkhouses. PAB asked about the automatic CPI increase and if PAB had any say. Tom explained that we could still internally review fees with PAB and make recommendations for anything outside of the automatic CPI increase, but that otherwise it would just be automatic. Tom asked for support vote for the proposed non-automatic fee schedule adjustments. The motion to support the new fee schedule was called for by Tom Hester and Don second. The motion passed.
  9. Park Updates- Mark Shaw
    1. Widespread Flooding in recent storms
      Damage to park facilities, infrastructure, equipment, and Caretaker residences Estimated damages total at least $187,000
      Department is hoping for a FEMA or insurance claim to help recover costs, but no confirmation yet There is a log jam raft above Faraday Dam
    2. Project Updates
      • Hazard Tree special Project-
        • Removal of x15 mature Cottonwood Trees from Feyrer Campground
        • Trees range between 40-65”+ DBH and 80-120’ tall
        • Pose a risk due to their size and potential for the species to shed limbs
        • Due to scale, task was contracted out
        • Project Completed
          Sold portion of cottonwoods to pulp mill to offset some of cost (~$4,000) Limb wood was mulched with inmate crews
          Remaining large logs to be used as site features, or to create protected spaces for re-vegetation 
      • Barton Utility Mapping
        • AKS Engineering doing drone equipped with LiDAR the map
        • Once LiDAR is done. We can begin planning utility routes, roads, and what type of water distribution system we need. Either gravity fed (water tower) or pressurized (booster pumps) 
      • Barton Quarry Pond Area site surveys
        • AKS Engineering completed site surveys and has compiled maps of the Barton Quarry Pond area
        • Delivered a topo map with 2” or less accuracy over 45 acres
        • Engineers now laying out utilities and assessing what water distribution system would work best
        • Once layout is completed, Parks department will have a ‘Pre-Application’ meeting with County to vet our plan – ensure proper zoning, traffic impacts are mitigated etc.
          Northwest College of Construction is back assisting with Barton Comprehensive Plan earthwork, grading future project site, and Boring Station Stage, broke ground, set to pour concrete later this week.
      • New Walk-In Sites at Feyrer
        • Tourism Funded - $35,000 made available for 8-10 sites, with 1 being ADA
        • Parks partnered with Coffee Creek Correctional Crew to ruff in sites – same process at the new Walk-In Sites at Metzler
        • New sites to be fully operational for 2026 Camping Season
