Meeting Called to Order

The meeting to order at 10:12 am. A quorum was present.

Review and Adoption of Minutes

October minutes approved.

ASAC Outreach Development

Due to staff scheduling the discussion on outreach was moved ahead of the discussion on food insecurity and nutritional resources. The council discussed various ways to reach out to the local community and let them know about the services offered by Social Services. Ideas included working with local community centers beyond the lunches, reserving booths at farmer’s markets and bazaars, mailers for people who might not leave their house often, increased search engine optimization, and holding special events. The Veterans Advisory Council (VAC, another advisory board that supports Social Services, recently held an expo for veterans connecting them with services and businesses in the area. While the ASAC probably couldn’t do something like that soon, it was raised as a potential future idea. It was also recommended that the County release articles that detail services instead of a simple list that give little insight into what SSD has offer. The Area Action Plan Outreach Subcommittee will, once established, follow up on the ideas brainstormed by the ASAC.

Food Insecurity and Nutritional Resources

Tonia Hunt, an SSD employee, provided a brief overview of the funding sources for food and nutritional resources. She shared a graph showing

Older American’s Act (OAA)meals per year. In 2020 there was a spike in demand due to the COVID-19 pandemic. However, in the years since there has not been a fall in demand. She then shared graphs of meals provided by the Clackamas County Community Centers and the amount of money spent each year. She explained that the early COVID years provided more funding and eased the regulations on funding sources. However, as pandemic support was rescinded, funding was lessened, and sources were more thoroughly siloed. And while funding for home delivered meals has been cut, demand remains high. The ASAC suggested advertising the true cost of the OAA so that recipients who can afford it can donate the true cost of the provided meals.

Emergency Preparedness

Stephanie Coleman provided an overview on the County’s winter weather preparedness program for 2025. After reviewing the flyer the ASAC suggested adding a planning section to cover things such as stocking up on medication and fresh water.

Subcommittee Updates

  • Behavioral Health Subcommittee: Anne let the ASAC know that the asset mapping survey had been completed and that the members of the subcommittee have started reaching out to the Clackamas County Community Centers. A few surveys have been completed and Sean will compile the results and share them at the next meeting.
  • Community Center Liaison Subcommittee: Jeanie will schedule a meeting with the Community Center directors and Joyce. An SSD intern is working on compiling data regarding nutrition in the County.

Member Updates

  • It was shared with the council that member Steaven Bushman had passed.
  • Patricia Torsen shared that she recently celebrated her 80th birthday.
  • Sue shared an encounter that she had with a houseless woman near the Oregon City post office. She said that she had a good conversation with this woman, but then some people who identified themselves as Social Services workers arrived and made the woman uncomfortable. Jeanie clarified that SSD employees rarely seek out people so that those workers were likely not SSD employees.
  • There will be a free Thanksgiving dinner at Markham Church and shuttles will be provided for transportation.
