| Community Needs Assessment Activity | Jennifer introduced the activity and its goals. The CAB members will use breakout sessions, polls, and whiteboards to offer their opinions on how the survey should be constructed. She told the CAB members the purpose of the assessment was to identify the current conditions of poverty and pressing needs in the community, gather data to inform the creation of the Community Needs Assessment. The first part of the activity was to provide CAB members with a number of surveys and then split them into breakout sessions so that they could discuss various aspects of the example surveys including:
After a brief discussion in their breakout sessions the CAB members returned to the main Zoom session and voted on their favorite example survey. There were four surveys that received roughly the same number of votes, though the Social Services survey from 2021 had the most votes. Jennifer then launched a whiteboard so that the CAB members could leave comments. The next part of the activity focused on community forums with the goal of identifying locations and community partners to help present and collect data. The plan is to cohost four presentations with community partners about the results of the assessment. Three of these presentations will be in-person and one will be virtual. Greer asked about sharing Social Services programs at these presentations and Jennifer said that there would be a small packet with a list of programs at each presentation. Then Jennifer asked which Clackamas County locations the CAB members would like to see host a presentation. The members voted for Milwaukie, Molalla, and Sandy. John suggested using previous ALICE reporting to gauge where in the County for focus on and Jennifer acknowledged that was a consideration. She ended the segment with a whiteboard so that the CAB members could brainstorm ideas on community partners, hosting locations, and other items to include in these community forums, such as information on existing programs. The final portion of the activity focused on how the board members could be involved in the assessment. Ideas included distributing printed copies of the survey to their local community, staffing an information/survey table at community events, and sharing links with their community contacts. Jennifer then concluded with a final whiteboard segment to gather thoughts from the CAB members. Jennifer will review the comments collected from the CAB members and will present a follow-up at the December CAB meeting. |
| Recruitment/New Members | All CAB applicants have had a chance to join a CAB meeting, and the next step will be for the CAB executive committee to interview them. Sean will invite them to the next exec meeting and will set up other times if the applicants cannot attend that meeting. A vote on accepting the applicants will take place at the December CAB meeting. |
| Establishment of Subcommittees | Three CAB subcommittees were discussed: Outreach and Engagement, Legislative, and Recruitment. It was decided that the Outreach and Legislative subcommittees will be established as ongoing subcommittees and the Recruitment subcommittee will be an ad hoc group that only meets when CAB recruitment was open. Sean will schedule meetings for both of the ongoing subcommittees and invite all CAB members so they can attend whichever one interests them. |
| Director/Member Updates | Tracy provided an update on food resources available to Clackamas County residents. She said that ADRC has compiled a list of verified food resources and shared the link to that list with the CAB members. The list will be updated as frequently as possible. She also let the CAB know that both the Clackamas Board of County Commissioners and Governor Tina Kotek have declared a state of emergency for food scarcity at both the county and state level. |
| Meeting Adjourned | The meeting was adjourned at 5:29. |
| Next Meeting: | December 1, 2025 |
