Agenda

The purpose of the Community Action Board (CAB) is to:

  • advise the Community Action Agency (CAA) on ways to: mobilize human and financial resources at the local, state, and federal levels to benefit disadvantaged persons and maximize their opportunity for self-sufficiency;
  • minimize the causes and conditions of poverty;
  • cooperate with other persons and organizations interested in community betterment; and
  • advocate for institutional change to reduce the conditions of poverty.

Meeting Called to Order
Quorum is 50% +1
Adam called the meeting to order at 4:03 pm. A quorum was not present initially but was established later in the meeting allowing for the board to approve November minutes and vote on new members.

Draft Community Needs Assessment Survey

Jennifer introduced the Community Needs Assessment survey, based on the previous SSD Community Needs Assessment survey. There were a few questions that had been flagged by SSD staff as needing more review. The questions flagged included those on education, loneliness, and feeling discriminated against based on their socio-economic, racial, sex, gender, or other immutable characteristics. Tracy explained that those questions might not be actionable and the longer the survey the less likely people will be to finish it. SSD hopes that 1,000 Clackamas County residents will complete the survey verses the 730 people who responded to the previous survey. John suggested the question about employment be
expanded beyond a yes and no response to allow for additional information such as if the employment is full-time or part-time or if a respondent is working multiple jobs. R.E. added that asking about benefits qualifications would also be a good idea. Paul suggested changing the loneliness question to one about connection with the community. Adam suggested that the question on discrimination be narrowed down to how the recipient believes discrimination have affected their access to services. Melissa asked how the survey will be distributed and Jennifer went over some of the methods (mailing, electronic, staffing local events, etc.) that were discussed at previous meetings. Rod asked how the education question will be used and John answered that this is part of what the CAB does and these surveys are used to guide SSD on what services are needed where. Jennifer expanded on that saying that education is a common barrier for people leaving poverty and responses could be used to guide SSD to making a partnership with Clackamas Community

College or other job training providers.

Transportation Funding and Community PartnershipsKristina gave an overview of the Transportation programs provided by Social Services. She then provided a breakdown of the funds that support each program and where they come from. CAB members asked what services people seem to need the most and Kristina said that generally it was elderly and disability transportation services.
Subcommittees Structure and EstablishmentJohn offered a quick overview of what was discussed in the Outreach Subcommittee meeting and that he was working on writing a charter for the subcommittee. The subcommittee won’t advocate on behalf of the CAB but will work on educating the community and letting them know about services available from SSD. Adam spoke about the meeting of the legislative subcommittee. Before that subcommittee creates a charter, they would like to hear from Public &
Government Affairs (PGA) to understand what they can and cannot do.
Recruitment - New Member Vote & Vice Chair NominationThree new members approved: Melissa Long, Alisa Hutchins, and Brian Nava. Sean will submit the paperwork to Public & Government Affairs (PGA) and will open recruitment again as soon as possible. John was nominated and voted in as CAB Vicechair.
Director/Member Updates
  • Paul talked about the 2018 transportation bill and the focus it had on providing transportation services for those who need it.
  • Tracy provided a thank you card for Sonia’s work on the CAB for committee members to sign.
