Before a partition or subdivision plat can be recorded, the Assessor’s Office must certify that all property taxes have been paid in full for the current tax year. State law (ORS 92.095) prohibits recording a plat if any taxes remain unpaid.
This includes:
- All current property taxes
- Any additional taxes due from removal of special assessment or deferral programs (such as farm or forest deferral)
Failure to pay taxes in full will delay the recording of your plat.
Recording on or After July 1
July 1 marks the beginning of the County’s fiscal year. If your plat will record on or after July 1, you must prepay the upcoming year’s property taxes (through June 30) in full before the plat can be recorded.
If you expect to record after July 1 and before the next tax statement is issued, contact the Assessor’s Office to request a tax estimate for a pending plat recording. Plan to request the estimate one to two weeks before the Surveyor’s Office is ready to approve your plat.
To avoid delays of up to 30 days, payment should be made by cash or money order. When paying, inform staff that the payment is for the purpose of a plat recording.
Delays After Plat Approval
The County Surveyor will sign the plat only after verification that the taxes have been paid. Recording delays after final signature by the surveyor and before the plat records may require:
- An updated Preliminary Title Report
- Re-confirmation of Planning Department approval before releasing the plat for recording.
If ownership, trust deeds, or other title matters change after the County Surveyor approves the plat but before it is recorded, an updated Preliminary Title Report and confirmation of plat approval will also be required. Title changes could require the plat to be re-signed and further delay recording.
