Mental Health Adult Foster Homes (AFHs)
AFHs are single-family homes where up to five adults with significant mental health needs can live in a supportive, home-like environment. Providers either own or rent the home and run it as a small business.
AFH providers help residents with:
- Meals
- Medication support
- Personal care
- Transportation
- Health and behavior monitoring
They work closely with behavioral health and medical professionals to support residents' independence, dignity, and meaningful living.

Mental Health Residential Treatment Programs
Oregon also offers several 24-hour staffed programs. These programs provide similar skills-building and support services as AFHs, but they also provide higher levels of staffing and may include onsite prescribing, case management, and therapy. The capacity of a Residential Treatment Home (RTH) is up to five residents, while the capacity of Residential Treatment Facilities (RTF), and Secure Residential Treatment Facilities (SRTF) is 6-16 residents.
These programs are licensed under OAR Chapter 309, Division 35 – Residential Treatment Facilities/Homes
