The Clackamas County Stabilization Center will operate 24/7 for residents experiencing crises like panic attacks, hallucinations, or other mental health conditions. Our center will be a comfortable and safe place for community members who need short-term support, coping skills and connections to resources to manage a crisis.

The center will also offer transitional housing for individuals experiencing homelessness, ultimately expanding both the county’s mental health and housing services.

Currently in renovation, the center is expected to open in late 2025.

People experiencing a mental health crisis don’t need a jail or emergency room – they need short-term treatment to regain stability as part of their recovery. This center will provide this stability.

Further, often people in these situations do not have enough support to get back on their feet. Our center provides a network of resources to help guide them over the long term.

Our intended outcomes include helping people get immediate access to services and supports for their behavioral health conditions/crisis, and supporting them through recovery to successful re-entry into the community.

Disorders can include anxiety, depression, schizophrenia, eating disorders and addictive behaviors. A crisis is a situation where someone's behavior puts them at risk of hurting themselves or others, or prevents them from being able to care for themselves. This could include, for example, panic, anxiety, agitation, or auditorial and visual hallucinations.

Admission is voluntary. Referrals come from county law enforcement and mobile crisis responders. Walk-up services are not offered at the center.

Services will include but are not limited to:

  • Rest, safety and hygiene
  • Connections to treatment
  • Referrals to healthcare, food, disability services, substance use, mental health and employment services.
  • Benefits sign up
  • Help accessing permanent housing, including removal of housing barriers, providing vouchers and rent assistance, and housing search assistance.
  • Help with emotional regulation and coping skills

The center is located at the former Women’s Center run by the Clackamas County Sheriff’s Office, which ran the Clackamas Substance Abuse Program (CSAP). This program provided long-term drug and alcohol treatment. 

The building will continue to support those in crisis, who are struggling to get back on their feet. We will continue to support people in their recovery and help them become whole.

Our clients can stay up to 23 hours, 59 minutes, and 59 seconds. A person has the option to stay or leave at any time. If additional care is needed, staff can connect clients to appropriate resources within the community.

The center will also offer transitional housing for individuals experiencing homelessness, expanding our mental health and housing services.

There are two sides to the center: the mental health crisis/stabilization side, and the short-term housing side. Those staying within transitional housing will generally be there between 30-60 days as Clackamas County connects them into our coordinated system and helps find a more permanent housing solution along with other services and supports.

The crisis center provides toiletries, linens, towels, and hygienic products. If bringing in medication, clients are asked to have an up-to-date prescription bottle with the person's name. Due to limited space, a person may bring one bag of clothing and personal items. All items are checked in and inventoried by security.

Yes, provided an individual is able to adhere to our code of conduct, is coherent, is able to consent to treatment, is able to complete all required assessments, and does not require acute medical attention for detox symptoms.

Yes. The center is a critical addition to our recovery-oriented system of care, where residents will access our network of resources. The center is one of six priority investments, including our recovery campus, recovery housing program, Caring Place, Clackamas Village, and Lake Road Health Center.
