- Adoption of a Resolution Declaring a Local State of Emergency and Declaring Emergency Measures to Respond to Food Scarcity Caused by Suspension of Federal Supplemental Nutrition Assistance Program Benefits
Following a Board conversation of revisions to the resolution, Commissioner Savas moved to “approve the latest version of the resolution with the amendments discussed and shared with legal counsel and authorize or direct emergency procurements of goods or services; commit to mutual aid agreements; redirect funds for emergency use; order such other measures as are found to be immediately necessary for the protection of life and/or property.” Commissioner Helm seconded. Motion passed 5-0.
Commissioner Helm then moved to “authorize $100,000 of County General Fund - Contingency to be used for this emergency, should it be needed.” Commissioner West seconded. Motion passed 5-0.
Commissioner West then moved the Board “send a letter to the governor’s office and state of Oregon to directly backfill SNAP benefits during this shutdown and look to other states that have done similar policy initiatives to help bolster the food benefit system.” Motion passed 5-0.Staff requested and was granted permission from the motion maker to transmit this missiveas an email.

- COUNTY ADMINISTRATOR UPDATE
County Operating Officer Nancy Bush, covering for Administrator Schmidt, had nothing to share.
- COMMISSIONER COMMUNICATION
Commissioner Schrader expressed her desire for the county to respond to a National Association of Counties survey on federal shutdown impacts and commented on the previous night’s North Clackamas Parks and Recreation District (NCPRD) Board of Directors meeting.
Commissioner Savas shared his hope for federal reimbursement for any expenses related to the food assistance state of emergency and reported on his recent testimony to the Oregon Transportation Commission.
Commissioner West stated his gratitude for working with his colleagues and commented on the emerald ash borer tour he took before the NCPRD Board Meeting.
Commissioner Helm also commented on the emerald ash borer tour, as well as her recent tour of the Rivers of Life facility.
Chair Roberts thanked the Governor for emergency measures already taken by the state to address the potential lapse of federal food assistance and mourned the death of Cheryl Bledsoe as former director of Clackamas 911.
Chair Roberts adjourned the meeting at 11:57AM.
