Citizen Concerns: Jeanette asked about the new library site on Concord off of McLoughlin. A committee member on the Parks and Rec. Committee shared with Jeanette that the new site has created some new pattern issues with crossing mid-block. Carl shared that the County recently put up reflective posts, wraps and restriped it. They have not completed other functional changes. Carl also shared that we doubled up front and back advanced warning signs of the crosswalk and some tree trimming on the south side. Our staff met with North Clackamas Parks and Rec District to go over their concerns. A full install of a rapid flash beacon is now in the $250,000 range and that is not currently in the plans or budget. Concord is coming up for a speed investigation as well.  Carl also shared what we have now succeeded in doing ten investigations under the watch of ODOT and have gotten go ahead to proceed on our own from here out. They are also looking at increasing the size of the painted medium by using a tough curb treatment, a yellow solid curb with a candlestick in the middle.

Crash Data Analysis: Carl ran through a chart plotting total crashes for all roads and a break out for each type: Sate, County, City and Total. They also mapped vehicle miles traveled. One of the data points we are looking at is that our serious injuries have tripled since COVID, across the board for all roads. The data is similar for moderate injury crashes. However, minor injuries have dropped significantly. We are not sure why, so we are digging into the data to help us understand.

Before and After Scenario: Carl shared an analysis that Troy Johnson prepared for the Department to see how a safety improvement has impacted safety by doing a before and after analysis using our software program Vision Zero Suite. The project selected was the new intersection design at New Era and Central Point Road. The project opened in June 2022, which gives us more than two years of crash data to complete the analysis. The program predicts severity of crashes based on a model and then we can compare actual crashes to see the difference. This showed that we saw a significant reduction in crashes after installation. We are also able to see a financial cost benefit analysis or ROI. For example, an ROI of 3.38 means that for every dollar we spent, we got a benefit of $3.38 which is quite good. We are now able to do this for any new installations. The data takes into consideration increases or decreases in use based on annual counts we complete. Additionally we were able to explore if speeds were actually lowered since there was also a speed feedback installed on site. We saw a reduction from an 85th percentile of 55 mph in 2022 to 43 mph in 2025. If there are roads you would like us to examine to see performance, let us know and we can provide the data for the committee.

Project Updates: The committee heard a quick update on our Traffic Safety Action Plan progress and our most recent meeting. One update shared is that we are changing our target goals to a 50% reduction in fatal crashes by 2035 and zero by 2050. We are seeing a change in severity of crashes involving older drivers. This is one category of drivers that has seen a significant change since 2019. Keep an eye out for a survey in January to share with your friends, and social media lists. The committee should see a draft of the TSAP in April of 2026 with a representative from our consulting firm present at our meeting.
