- Recent Covid surge is on the downswing with recent outbreak likely over
- Covid and Flu vaccines available to the public
- State supply of Covid vaccines extremely limited
- Minimal amount of Vaccine For Children supply
- Insured individuals can go to their pharmacy or Primacy Care
- Uninsured adults have very few options currently
- Flu cases are currently low
- Good results seen on the efficacy of this year’s Flu vaccine from the Southern Hemisphere
- RSV cases are low
- OHA turned on wastewater monitoring for Measles detection
- Detected Measles on October 8th in Marion County
- No known or suspected Measles cases pending in Clackamas County

- In the first quarter of the fiscal year with a fund balance of $257,639 available
- Will roll into actual financials later in the year when the books have been closed.
- July – September payments have not come in; therefore, those months payments have not been made to the fire districts
- Last 3 months’ checks from AMR have been sent to AP and approved
- Payments will be sent out once the money has been received for those months
- Delay due to contract negotiations
- No Compassion Care this year due to AMR taking over that program
- Received $58,000 in reimbursement
- Will be using a large portion of the fund balance to purchase Video Laryngoscopes

- Behavioral Health Response Update (Bill Conway)
- Multidisciplinary behavioral health work group that meets monthly
- Includes anyone/group that touches behavioral health response with the focus and goal to:
- Break down silos leading to better patient care
- Reduce the number of behavioral health patients that are sent to the ED or jail
- Provide resources to get them what they need, when they need it
- Includes anyone/group that touches behavioral health response with the focus and goal to:
- Working on Universal ROI (Release of Information) form for practitioners and caregivers to communicate amongst each other regarding patient care
- Currently with Legal
- Julota – charting platform Community Paramedics use that brings together all the charting platforms data into one location
- Presentation on the Julota platform will be presented to the workgroups to see what functions they will be needing
- Multidisciplinary behavioral health work group that meets monthly

- Meets monthly discussing performance and areas of improvement on some of the following topics:
- Pediatric seizures
- Participating in the regional PD dose trial
- Advanced airway management
- Cardiac arrest
- Pediatric seizures
- Started new sub-groups, including STEMI and advance airway workgroup, as a result from a recommendation from an EMS consultant.
- Meets monthly discussing performance and areas of improvement on some of the following topics:
- Protocol Development Committee (Dr. John Turner)
- Monthly meetings have ended for the year
- In the middle of finalizing the changes to the regional protocols
- Working on annual update videos and training that will be pushed out to the agencies soon
- New protocols at Multi-Agency Training will be discussed and given training on
- Participating in a new study called the Early Amiodarone
- Run out of OHSU
- Multnomah County switched last year
- Clackamas County switching this year
- Washington County switching next year
- Monthly meetings have ended for the year
- Operations Subcommittee (Brad Kuhn)
- Meetings held monthly on the first Monday of the month
- Currently working towards a Video laryngoscope replacement
- Looking at new Bag Valve Masks
- Discuss medication shortages every month, which is very helpful for all the agencies
- System Enhancement Subcommittee (Jason Mahle)

- 1 rejected due to not fully meeting all the criteria
- Bill Steward meeting with County Procurement to evaluate the remaining 2 bids

- ESO Committee (Scott Vachter/Nate)
- Working on HDE (Health Data Exchange) with OHSU to get patient outcomes data
- Oregon Health Leadership Council supporting HDE rollout for Legacy Hospital and one other that is unknown at this time
- Working with the State on a new Lift Assist Questionnaire to improve Care Home status and response times
- ESO Rep, Adam Ralston, working with committee to improve their customer service
- Moving forward with a one-year extension renewal with ESO
- Working on HDE (Health Data Exchange) with OHSU to get patient outcomes data
- EMS Training Group/MAT (Dr. John Turner)
- First week scheduled for October 28 – 30, at Willamette Falls Community Center in Oregon City
- Wednesday’s training will be held at Clackamas Community College
- Second week is scheduled for November 4 – 6, at Our Lady of Lavang Parish in Happy Valley

- LOCOM:
- Quarterly QI Dispatch Review Committee and Steering Committee meetings were last week
- Discussed the continuous modifications made for Nurse Navigation
- Increased transfers from 21% to 34% due to changes that were recently implemented
- Sent in reaccreditation for International Academy of EMD
- Will be at Navigator Walking the Stage in 2026
- Accrediting with the Northwest Accreditation Alliance in the Spring – NWAA
- Text-to-911 moved from a web-based platform to integrate into the phone system
- CCOM:
- Moved Text-to-911 from a web-based platform to integrate into the phone system like LOCOM
- Last month CCOM was at an accreditation level for a month for the first time
- Almost fully staffed
- Currently have 7 employees in training
- One employee resigning this week
- Exploring AI for quality assurance on calls
- 66% through the integration process
- Goal is for the call takers to do 2% and currently doing 1%
- AI will do 100%
- AI program can also take the calls and use for training scenarios
- Tony Collins is now the Interim Director
- Some of his Operations Manager responsibilities are being shared among the supervisor staff

- Clackamas County Board of County Commissioners and AMR have agreed on a new Performance-based Transport Services Contract
- 10-year contract with an option for two 5-year renewals
- Changes and implementations:
- Clackamas County Board of County Commissioners and AMR have agreed on a new Performance-based Transport Services Contract
- Clinical performance standards AMR will have to meet with Incentives and liquidated damages
- Option to add BLS (Basic Life Support) Ambulances
- New performance review process that adds 2 new review panels
- Panel made up of subject matter experts
- Panel made up of individuals that do not have a stake in the EMS system
- Will bring back to the EMS Council for review and approval
