PUBLIC COMMUNICATION
(The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)Please note, the ideas expressed during public communication do not necessarily reflect the ideas or beliefs of Clackamas County or the Board of County Commissioners.
- PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
- Approval of Boundary Change Proposal #2025-012 for annexation into Clackamas River Water District of territory located at 16944 S. Hattan Rd., Oregon City. No County General Funds are involved.
- WATER ENVIRONMENT SERVICES PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
- Approval of a Board Order for the Creation of Water Environment Services Reimbursement District Scouters Mountain Phase 3, Vradenburg Rd. No WES Funds are involved. No County General Funds are involved.
- Approval of a Board Order for the Creation of Water Environment Services Reimbursement District Pleasant Valley Villages Phase 7, SE Pleasant Valley Parkway. No WES Funds are involved. No County General Funds are involved.
- WATER ENVIRONMENT SERVICES CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)
- Approval of a Resolution to adopting the Water Environment Services Capital Improvement Plan. Plan Value is $264,539,000 for 5 years. Funding is through WES sanitary sewer and surface water fund reserves, user charges, system development charges, and future borrowings. No County General Funds are involved.
- CONSENT AGENDA

- Transportation & Development
- Approval of a Grant Application to the United States Department of Transportation for Sunrise Gateway Corridor investments. Grant Value is approximately $25,000,000 for 5 years. Funding is through the United States Department of Transportation and a required $5,000,000 match of Metro, County Road Fund and city partner funds. No County General Funds are involved.
- Approval of an Intergovernmental Agreement with Metro to fund a land suitability assessment. Agreement Value is $700,000 for 1 year and 10 months. Funding is through Metro. No County General Funds are involved.
- Health, Housing & Human Services
- Approval of a Personal Services Contract with Clarvida for operation of the 23-Hour Crisis Stabilization Center. Contract Value is $2,274,855.02 for 1 year. Funding is through the Oregon Health Plan. No County General Funds are involved.
- Approval of an Amendment to a Personal Services Contract with Focus Strategies for federal funding applications and administration technical assistance. Amendment Value is $100,000 for 18 months. Total Contract Value is $500,000 for 4 years. Funding is through Metro Supportive Housing Services Measure funds. No County General Funds are involved.
