Here in the Office of Economic Development, we work to attract new businesses and support existing business growth.   • Land Use Planning and Zoning
    Provides information and consults with the public on planning and zoning related matters. Staff also processes land use applications and implement state and regional land use goals, policies and plans.

  • Building Permits and Services
    Provides permits, inspections and other services for businesses seeking to build, expand, or remodel structures.

  • Development Agency
    Assists area development by providing needed public improvements designed to ensure orderly and attractive development in the area. The agency administers three urban renewal districts: Clackamas Town Center area, Clackamas Industrial Area and Government Camp Village.

  • Tourism Development Council
    Oversees the Clackamas County Tourism Program, which is funded by the transient room tax and is focused on developing an effective comprehensive tourism program.

  • Water Environment Services (Utilities)
    Service District No. 1 provides wastewater collection and treatment to the North Clackamas area and the Tri-City Service District provides such services to the Oregon City/Gladstone/West Linn areas. Surface water management programs are in place in the North Clackamas and lower Tualatin river areas.

  • Clackamas Workforce Partnership (CWP)
    Serves as an advocate for businesses in workforce development within Clackamas County. With a majority of the board from private industry, they represent an effective partnership between businesses and workforce service agencies. It oversees a responsive one-stop workforce system giving the businesses and workforce easy access to training and support services.

  • Oregon Employment Department (OED)
    Offers business recruitment, screening and referrals from a statewide applicant bank and statewide local labor force information.

  • Clackamas Community College (CCC)
    Offers professional/technical certificates and degrees, college transfer degrees, literacy/basic skills programs, continuing education and business training.

  • Oregon Institute of Technology (OIT)
    Offers bachelor degree programs in computers, healthcare, electronics, and manufacturing engineering technology and industrial management. OIT also offers continuing education, professional development programs, workshops and short courses, and small business project assistance through senior research classes.

  • Sabin-Schellenberg Center
    Offers high school students’ professional and technical training in a variety of program areas. More than 250 businesses work with the center which provides advice on curriculum and providing work-based learning opportunities for students.

  • Small Business Development Center (SBDC)
    The Business Development Center (BizCenter) at Clackamas Community College serves new and established businesses throughout the Clackamas County area, providing: practical, affordable training, confidential business counseling, information and referral services and access to small business resources.

  • Government Contract Acquisition Program (GCAP)
    GCAP is a statewide, federally funded procurement technical assistance center focused on helping Oregon small business secure government contracts. They also offer a daily bid matching service: Commerce Business Daily.
